Job Overview: The Director of Finance and Administration (DFA) will play a crucial role in overseeing all financial, operational, contractual, and administrative aspects of the USAID YCLE Follow On Project. This full-time position is based in Amman, Jordan, and is contingent upon the contract award anticipated in Spring 202
The DFA will be responsible for ensuring compliance with USAID regulations and Social Impact policies, managing financial operations, and supporting the overall effectiveness of the project. The role requires a strategic approach to financial management and the ability to mentor and supervise a team of operations staff, ensuring that all financial activities align with the project's goals and objectives.
Duties and Responsibilities: The DFA will manage and oversee all aspects of activity finance, operations, procurement, and administration for the Amman-based office. Key responsibilities include supervising and mentoring the operations staff, ensuring compliance with contractual obligations and deliverables, establishing procedures for financial management, procurement, and human resources, reviewing expenses in QuickBooks, assisting in audit preparations, managing activity start-up processes, and developing financial reports on a monthly, quarterly, and annual basis. The DFA will also conduct regular meetings with Social Impact Headquarters to ensure alignment and transparency in operations.
Required Qualifications: Candidates must possess a Master’s degree in international development, financial management, business administration, or a related field. A minimum of eight years of professional experience is required, including at least five years focused on financial management and contracts oversight, particularly in USAID-funded projects. Experience managing financial and administrative efforts in Jordan is essential, with additional experience in Yemen considered a plus. Candidates should demonstrate knowledge of USAID regulations and have experience with Jordanian payroll income tax calculations and health policy calculations for full-time staff.
Educational Background: The educational requirement for this position is a Master’s degree in a relevant field such as international development, financial management, or business administration. This advanced degree is crucial for understanding the complexities of financial oversight and management in the context of international development projects.
Experience: The position requires at least eight years of professional experience, with a strong emphasis on financial management and contracts oversight. Candidates should have a minimum of five years of experience specifically related to USAID-funded projects, demonstrating a deep understanding of the financial and administrative requirements associated with such contracts. Experience in similar roles within Jordan is essential, and familiarity with the Yemeni context is advantageous.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills required. Proficiency in Standard Arabic is also necessary, as it will facilitate effective communication within the local context and with stakeholders in the region.
