Job Overview:
The Deputy Chief of Party (DCOP) will play a crucial role in the anticipated USAID-funded ‘USAID My Education (Taleemi) Activity’ in Yemen, aimed at enhancing access to and quality of non-formal education in government-controlled areas. The DCOP will collaborate closely with the Chief of Party (COP) to ensure the project's quality, efficiency, integrity, and learning throughout its duration. This position requires strategic oversight and technical guidance to address challenges in project implementation, ensuring that program activities align with established goals. The DCOP will also monitor program activities, manage project staffing efficiently, and define standard operating procedures. This five-year program, with a budget of approximately $20 million, is a Key Personnel position subject to USAID approval and project funding. The role is based in Aden, Yemen, which is classified as an unaccompanied post location, indicating that the position may not allow for family accompaniment.

Duties and Responsibilities:
The DCOP will be responsible for a wide range of duties, including: collaborating closely with the COP to provide overall leadership and technical direction to the project; serving as acting COP in the absence of the COP; contributing to the development and implementation of project work plans that align with project goals; providing technical expertise in education and ensuring adherence to industry best practices; overseeing budget planning, monitoring, and reporting to ensure project activities are executed within approved budgets; supervising and mentoring project staff to foster a collaborative team environment; building and managing relationships with U.S. Government and host country counterparts, donors, local NGOs, and the private sector; serving as the primary liaison among all project stakeholders; ensuring high-quality coordination of integrated program components with partners and field-based teams; working closely with the M&E team to establish and implement a comprehensive monitoring and evaluation framework; preparing and submitting timely and accurate reports to USAID; and ensuring compliance with USAID rules and regulations, as well as CARE's policies and procedures.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social science, education, development studies, business administration, or related fields. Additionally, they should have 8-10 years of relevant senior experience in international development, particularly in roles such as Deputy Chief of Party or in senior management positions on large humanitarian or development projects. Experience managing USAID cooperative agreements and contracts is essential, along with a strong preference for candidates with experience working in Yemen or the MENA region. Candidates should also have experience managing staffing and operations for complex programs in non-permissive environments, as well as technical expertise in education systems, non-formal education, youth development, skills training, and capacity building.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social science, education, development studies, or business administration. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively lead and manage the project.

Experience:
The position requires a significant level of experience, specifically 8-10 years in international development, with a focus on senior roles such as Deputy Chief of Party or similar positions in large-scale humanitarian or development projects. Candidates should have a proven track record of managing complex programs, particularly in challenging environments, and experience with USAID cooperative agreements and contracts is highly desirable. Additionally, experience in the MENA region, particularly Yemen, is preferred, as it provides valuable context and understanding of the local landscape.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. Knowledge of or professional fluency in Arabic is highly preferred, as it will facilitate communication with local stakeholders and enhance the effectiveness of project implementation. Strong oral and written communication skills are essential, along with demonstrated intercultural and interpersonal skills.
