Job Overview: The Expert Localisation & Triple Nexus position is integral to Cordaid's mission, focusing on enhancing the organization's standards in localization and the triple nexus approach, which integrates humanitarian, development, and peacebuilding efforts. The expert will be part of the Expertise, Innovation & Learning (EIL) unit, primarily working on the Just Future programme, which aims to strengthen civil society organizations in advocacy for people-centered security" style="border-bottom: 1px dotted #007bff !important;">security, access to justice, inclusive decision-making, and peace processes. This role requires collaboration with various stakeholders, including southern partners and civil society, to foster constructive relationships and meaningful engagement. The expert will also be responsible for developing and implementing strategies that align with Cordaid's goals, ensuring that localization and triple nexus principles are embedded in both programmatic and operational aspects of the organization.
Duties and Responsibilities: The duties and responsibilities of the Expert Localisation & Triple Nexus include advising and training both the Global Office and Country Offices on fostering collaborations and engagement among stakeholders, particularly between Cordaid and southern partners. The expert will organize and participate in advocacy and policy activities related to localization and the triple nexus, including expert meetings, debates, and campaigns. Building and maintaining partnerships and networks focused on these themes is essential. The expert will support the development of baselines and conduct assessments on localization and triple nexus, analyze strategic results, and define verification means. Additionally, the role involves contributing to and rolling out Cordaid's partner policy, developing capacity strengthening tools, leading content creation for communication and learning materials, and advising the Just Future programme on locally led development and capacity strengthening planning. Documenting experiences and lessons learned in the Just Future programme is also a key responsibility, along with supporting alliance partners in sustainability strategies.
Required Qualifications: Candidates for this position should possess a broad understanding of capacity strengthening and experience working with diverse stakeholders, particularly southern partners. A solid grasp of current dynamics in the humanitarian and development sectors is crucial. The ideal candidate will have knowledge in development, governance, organizational development, or related fields at the Master's level. Experience in designing, planning, implementing, and monitoring capacity strengthening strategies, especially in fragile contexts, is essential. The ability to design and execute both online and offline training sessions is required, along with a strategic mindset to provide advice on various perspectives. A firm understanding of political contexts in fragile states and adherence to Do-No-Harm principles is necessary. Strong analytical, writing, and verbal communication skills are vital for engaging with a diverse audience, including high-level stakeholders. The candidate should also demonstrate the ability to influence and motivate stakeholders in support of Cordaid's change agenda.
Educational Background: A Master's degree in development, governance, organizational development, or a related field is required for this position. This educational background will provide the necessary theoretical framework and understanding of the complexities involved in capacity strengthening and localization efforts within fragile contexts.
Experience: The position requires significant experience in capacity strengthening, particularly with local movements and organizations in fragile contexts, preferably in Africa. Candidates should have a proven track record of designing and implementing effective capacity strengthening strategies, as well as experience in monitoring and evaluating their impact. Familiarity with the dynamics of the humanitarian and development sectors is essential, along with the ability to navigate complex political environments.
Languages: Fluency in English and French is mandatory for this role. Proficiency in these languages is essential for effective communication with diverse stakeholders and for the development of training and communication materials. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is a full-time role (36 hours per week) based in The Hague, Netherlands, or any of the Cordaid countries of operation. The contract duration is for one year, with the possibility of extension, and the start date is as soon as possible.
