Duties and Responsibilities: The duties and responsibilities of the Technical Advisor I include staying updated on developments in care reform, supporting the development and implementation of agency-wide strategies and best practices, leading the design and expansion of care reform programming, providing technical solutions for strategic planning, maintaining relationships with governmental authorities, contributing to proposal development, advising project teams on donor strategies, supporting capacity strengthening initiatives, and collecting and analyzing program data to facilitate improvements. The advisor will also engage with donors, peer organizations, and research institutions to promote CRS’ work and share best practices in care reform.
Required Qualifications: Candidates must possess a Master’s degree in social work or a related field, with a minimum of three years of relevant work experience, ideally with an international NGO. At least two years of field-based experience in care reform or de-institutionalization is required. Knowledge of technical principles in care reform, alternative care, and de-institutionalization is essential, along with experience in project design, proposal development, and program monitoring and evaluation. Strong networking skills and an understanding of partnership principles are also necessary.
Educational Background: The educational background required for this position includes a Master’s degree in social work or a related field. This advanced degree is critical for understanding the complexities of care reform and the social dynamics involved in supporting vulnerable populations.
Experience: The position requires a minimum of three years of relevant work experience, with progressive responsibilities. Candidates should have at least two years of field-based experience specifically in care reform, de-institutionalization, or similar work, demonstrating a solid understanding of the challenges and strategies involved in these areas.
Languages: Fluency in BHS (Bosnian, Croatian, Serbian) is mandatory, along with advanced proficiency in English. These language skills are essential for effective communication with stakeholders and for the development of program materials and proposals.
