Job Overview: The Director, Finance and Administration will play a crucial role in the anticipated USAID-funded program aimed at strengthening primary and community health care in Cote d’Ivoire. This position is responsible for overseeing all financial and administrative aspects of the project, ensuring compliance with USAID regulations and CARE policies. The Director will lead the budgeting process, manage financial forecasting and analysis, and ensure that the project meets its financial and operational goals. The successful candidate will work closely with the Chief of Party and other stakeholders to ensure the effective implementation of the program, which focuses on improving health care access for pregnant women and children under five, as well as enhancing family planning and reproductive health services.
Duties and Responsibilities: The Director will be responsible for providing leadership and management during the project start-up and close-out phases, overseeing the project office, bank account, logistics, and operations. Key responsibilities include supporting the Chief of Party in financial management, establishing efficient financial and operational systems, leading the annual budgeting process, managing project procurement and human resources, overseeing training for staff and partners, conducting financial forecasts, preparing financial reports, monitoring sub-grantees budgets, supervising disbursements of funds, and ensuring compliance with donor regulations. The Director will also supervise a team of finance and operations staff and liaise with CARE’s home office financial and compliance teams.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in finance, business administration (MBA), accounting, or a related field. A minimum of 8-10 years of relevant senior experience in international development, particularly in a Director of Finance and Administration role or a senior finance management position on USG-funded projects, is required. Candidates should have demonstrated operational experience in financial management, procurement, compliance, security" style="border-bottom: 1px dotted #007bff !important;">security, and human resources management. Knowledge of the US government's Office of Management and Budget’s Uniform Administrative Requirements and experience with financial regulations and reporting requirements are essential. Experience working in Cote d’Ivoire is preferred.
Educational Background: A Master’s degree or equivalent in finance, business administration (MBA), accounting, or a related field is required for this position. This educational background provides the necessary knowledge and skills to manage complex financial operations and ensure compliance with donor regulations.
Experience: Candidates should have at least 8-10 years of relevant senior experience in international development, specifically in roles related to finance and administration. Experience in managing multi-year and multi-million dollar projects funded by the United States Government, particularly USAID, is highly desirable. The candidate should also have experience in recruiting, developing, and managing teams, as well as knowledge of the host country legal and regulatory context.
Languages: Fluency in both French and English is required, with strong oral and written communication skills. This bilingual proficiency is essential for effective communication with stakeholders and partners in Cote d’Ivoire. Additional languages may be considered an asset but are not mandatory.
Additional Notes: This position is contingent on project award and funding, and it is classified as a Key Personnel position subject to USAID approval. National candidates are encouraged to apply.
