Job Overview:
The Senior Regional HR Advisor for the Central Africa Regional Office (CARO) plays a crucial role as a member of the Senior Management Team (SMT). This position is responsible for leading the implementation of a strategic HR function tailored to the needs of the region. The advisor's primary goal is to ensure that Country Programs have the necessary talent to deliver high-quality services while fostering a consistent and equitable employee experience. This role involves close collaboration with HR Managers in Country Programs and the Deputy Regional Director for Operations to ensure the effective delivery of HR services aligned with Global HR Standards. The advisor will also provide hands-on support for the adoption of global HR initiatives and practices, while mentoring HR staff to enhance their professional development. Additionally, the advisor will act as a strategic partner and advisor to leadership, focusing on maximizing staffing resources and performance, ensuring efficiency in business processes, and mitigating institutional risks.
Duties and Responsibilities:
The Senior Regional HR Advisor will be responsible for several key functions, including:
- Collaborating with Centers of Excellence and Country Program leadership to ensure that Global HR initiatives are timely and adapted to local contexts.
- Providing hands-on support to in-country HR staff for effective implementation of HR policies and practices.
- Liaising with the Global HR Compliance and Internal Audit teams to develop and implement monitoring and evaluation standards.
- Offering counsel and support in employee relations, including conflict resolution and performance management.
- Monitoring and updating employee relations policies to ensure compliance with regulations.
- Supporting management in improving work relationships and staff engagement through action plans based on engagement surveys.
- Serving as a strategic partner to Regional Directors, aligning HR needs with agency objectives.
- Analyzing HR data and metrics to inform decision-making.
- Leading capacity-building efforts and training for HR staff in the region. 1
- Traveling to provide in-person support and training as needed.
Required Qualifications:
Candidates must possess a Bachelor’s degree in HR Management, Business Administration, Organizational Development, or a related field. A minimum of 10 to 15 years of professional HR experience is required, including at least 5 years in a regional management role within an international organization. Strong knowledge of HR best practices and experience in promoting diversity, equity, and inclusion in the workplace are essential. Additional education may substitute for some experience, and candidates should demonstrate a commitment to fostering equality in the workplace.
Educational Background:
The position requires a Bachelor’s degree in a relevant field such as HR Management, Business Administration, or Organizational Development. A Master's degree is strongly preferred, as it indicates a higher level of expertise and understanding of complex HR issues.
Experience:
The ideal candidate should have extensive experience in HR, specifically within international organizations, with a focus on regional management. A minimum of 10 to 15 years of professional HR experience is necessary, including at least 5 years in a regional manager capacity. Experience in the humanitarian sector, particularly in emergency response and conflict zones, is highly desirable.
Languages:
Fluency in spoken and written English and French is mandatory for this position. Proficiency in additional languages relevant to the Central Africa region would be considered a plus, enhancing the advisor's ability to communicate effectively across diverse teams and stakeholders.

This is a remote position, and CRS prioritizes candidates who are citizens or permanent residents of the countries where CRS operates. The organization does not sponsor visas for remote employees. The role may require travel up to 30% of the time, depending on the needs of the organization and the conditions in the assigned countries.
