Job Overview: The Tax Policy Analyst position is integral to the OECD's Country Tax Policy Unit within the CTPA’s Tax Policy and Statistics Division. The role focuses on conducting comprehensive country tax policy analysis, health taxation, and domestic resource mobilization. Analysts will engage in a variety of topics, including tax and informality, and tax and inclusive growth. The selected candidates will report directly to the Head of the Country Tax Policy Unit and will be expected to contribute to the OECD's mission of improving tax systems and policies across member and non-member countries. This involves benchmarking tax systems, identifying reform opportunities, and providing recommendations tailored to individual countries. The role also includes drafting reports, preparing briefing materials, and presenting findings to diverse audiences, thereby playing a key role in fostering collaboration and communication within the OECD and with external stakeholders.
Duties and Responsibilities: The main responsibilities of the Tax Policy Analyst include:
Conducting tax policy analysis for both OECD and non-OECD member countries, focusing on the efficiency, effectiveness, simplicity, and fairness of tax systems.
Identifying opportunities and constraints for tax reforms and formulating country-specific recommendations.
Assessing the design and administration of health taxes, including tobacco and alcohol taxes, and contributing to health tax administration efforts.
Analyzing the interactions between excise taxes and the Value Added Tax.
Evaluating options for domestic resource mobilization and tax reforms, particularly in the context of the informal economy.
Supporting governments, especially Ministries of Finance, in assessing and implementing tax policy reforms.
Drafting papers and reports on country tax policy and preparing briefing materials for senior OECD officials.
Presenting findings to various audiences and fostering collaboration within the TPS Division.
Participating in country tax policy missions as required.
Required Qualifications: The ideal candidate should possess an advanced university degree in economics, public finance, tax policy, or a related field. Additionally, candidates should have at least three years of relevant experience in economics, public finance, or tax policy, with a focus on country tax policy analysis and/or health taxation. The ability to synthesize complex material and experience in policy-relevant research are essential. Proficiency in statistical software such as Excel, R, or STATA is also required. Candidates should demonstrate core competencies aligned with the OECD's expectations, including vision and strategy, ethics and integrity, collaboration, and innovation.
Educational Background: Candidates must have an advanced university degree in disciplines such as economics, public finance, tax policy, or similar professional qualifications. This educational background is crucial for understanding the complexities of tax systems and policies on both national and international levels.
Experience: A minimum of three years of professional experience in economics, public finance, or tax policy is required. Candidates should have experience specifically in country tax policy analysis and/or health taxation, demonstrating their ability to engage with complex tax issues and contribute to policy-relevant research.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. Knowledge of Spanish is considered an asset, enhancing the candidate's ability to engage in a multilingual environment.
Additional Notes: The position is an eighteen-month fixed-term appointment with the possibility of renewal. The monthly salary starts at 6665.76€, plus allowances based on eligibility, and is exempt from French income tax. The selection process includes written tests and panel interviews scheduled for early January and January/February 2025, respectively.
