Job Overview: The Graduation Approach (GA) Advisor position is a critical role within the anticipated five-year USAID-funded Resilience security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security Activity (RFSA) in Niger. This initiative aims to enhance and sustain nutrition" style="border-bottom: 1px dotted #007bff !important;">food and nutrition security for vulnerable populations by tackling the underlying causes of food insecurity and malnutrition. The GA Advisor will ensure that the activity's design aligns with the principles of the Graduation Approach, maintaining the technical quality and integrity of the project. The role involves integrating social dimensions, particularly focusing on social inclusion and the resilience of marginalized populations, into food security and community resilience activities. The GA Advisor will be responsible for ensuring that the program effectively addresses the needs of individuals, households, and communities, ultimately strengthening resilience against acute and chronic hunger, malnutrition, and recurrent crises. This position is subject to USAID approval and project funding, and it is expected to operate within a budget range of $50-$100 million over the five-year period.
Duties and Responsibilities: The GA Advisor will provide technical leadership in developing and implementing the Activity’s graduation approach, ensuring adherence to the project's framework and goals. Key responsibilities include:
Ensuring that transfers are timed effectively and appropriately targeted to maximize impact.
Identifying and promoting livelihood options for participants that will effectively increase their incomes to meet project-defined goals.
Developing robust coaching methodologies and training curricula that align with income goals for participants.
Applying an in-depth understanding of gender, age, and socio-cultural factors in participant targeting and program design.
Ensuring that social dimensions of food security and community resilience are effectively addressed across all components of the activity throughout the award period.
Focusing on social inclusion, particularly for marginalized populations, gender, and youth integration to achieve intended outcomes.
Collaborating with the M&E Lead, Strategic Learning Advisor, and Resilience and Livelihoods Technical Advisor for the collection, analysis, and utilization of information from diverse sources.
Maintaining consistent, high-quality technical implementation among sub-awardees and implementation locations.
Promoting gender equality and social inclusion in the design and implementation of program activities. 1
Ensuring that all activities are implemented to maximize return on investment for participants and the donor.
Required Qualifications: Candidates must possess a Bachelor’s degree in development studies, Social Sciences, Public Health, Agriculture, Economics, or a related discipline. An advanced degree is preferred. Additionally, candidates should have at least 5 years of related experience in implementing the graduation approach, demonstrating a strong understanding of its five components and the socio-cultural factors influencing participant targeting. Excellent management, interpersonal, facilitation, and monitoring skills are essential, along with the ability to network and communicate effectively with a wide range of stakeholders. A demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as well as the Prevention of Sexual Exploitation and Harassment (PSEAH), is required.
