The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) within the OECD aims to empower local and national governments to harness the potential of entrepreneurs and SMEs, fostering inclusive and sustainable regions and cities, and implementing effective tourism policies. The SMEE Division within CFE conducts analysis and advises on policies for SMEs and entrepreneurs, addressing areas such as green and digital transitions, access to finance, internationalization, and skills development.

Job Overview:
The Junior Economist(s)/Policy Analyst(s) will play a crucial role in supporting the SMEE Division's work, particularly focusing on the green transition of SMEs and inclusive entrepreneurship. The position involves conducting statistical, economic, and policy analysis on issues affecting SME and entrepreneurship development, both in country-specific contexts and global thematic projects. The successful candidate will be responsible for identifying key trends and challenges faced by SMEs across OECD countries and emerging economies, gathering and analyzing international data on entrepreneurial activities, and assessing international practices in SME policy design and delivery. The role also includes producing high-quality papers and reports, organizing complex material for diverse audiences, and contributing to corporate requests for briefings and presentations. The Junior Economist/Policy Analyst will stay informed on the latest research and policy developments in entrepreneurship and SME policies, ensuring timely and high-quality delivery of OECD documents.

Duties and Responsibilities:
The main responsibilities of the Junior Economist/Policy Analyst include conducting statistical, economic, and policy analysis on SME and entrepreneurship development issues, both globally and in specific countries. This involves identifying trends related to the green transition of SMEs, analyzing barriers faced by under-represented groups in entrepreneurship, and assessing international practices in SME policy instruments. The candidate will produce high-quality reports and papers, summarize complex information for various audiences, and contribute to corporate requests such as briefings and presentations. Additionally, the role requires supporting project management by organizing workshops and supervising interns or consultants, participating in meetings of the CSMEEE, representing the OECD at international conferences, and maintaining relationships with government representatives and stakeholders. The Junior Economist/Policy Analyst will also contribute to fundraising efforts and collaborate on multidisciplinary projects across divisions.

Required Qualifications:
The ideal candidate should possess an advanced university degree in a relevant field such as economics, public policy, or environmental policy. A minimum of two years of professional experience in SME policy, entrepreneurship policy, or environmental policy is required, preferably gained in international organizations or national governments. The candidate must demonstrate a solid understanding of economic principles and theories, possess excellent policy research and analytical skills, and have a proven track record of contributing to government policy reports or academic publications. Strong drafting skills are essential, along with the ability to prepare and deliver effective presentations. Organizational skills are also crucial for tracking project progress and identifying relevant speakers for workshops.

Educational Background:
Candidates must have an advanced university degree in a relevant area, such as economics (development economics, industrial economics), public policy, or environmental policy. This educational background is essential for understanding the complexities of SME and entrepreneurship policies and their implications for economic development.

Experience:
The position requires at least two years of professional experience in areas related to SME policy, entrepreneurship policy, or environmental policy. This experience should ideally be acquired in international organizations or national governments, providing the candidate with a comprehensive understanding of the policy landscape and the challenges faced by SMEs and entrepreneurs.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language, with a commitment to achieve a good working level. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to international collaboration.

Additional Notes:
The position is a one-year fixed-term appointment with the possibility of renewal. The monthly salary starts at 5741.55 EUR, plus allowances based on eligibility, and is exempt from French income tax. The selection process includes tests in December 2024 and panel interviews in February 202
