Job Overview: The consultant will play a crucial role in the development of Somalia’s National Cooling Action Plan (NCAP), which aims to address the increasing demand for cooling solutions driven by climate change, urbanization, and population growth. This position requires the consultant to conduct targeted data collection and provide evidence-based policy recommendations. The consultant will work closely with the NCAP coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and relevant national stakeholders to map the current cooling landscape, assess energy consumption patterns, and identify the types of technologies in use. The consultant will also analyze socio-economic drivers of cooling demand and gather existing data to identify critical gaps. The findings from this analysis will be instrumental in drafting the NCAP, ensuring it is grounded in robust, context-specific data that reflects the realities of Somalia’s cooling sector. Additionally, the consultant will assist in preparing technical inputs, participating in coordination meetings, and organizing stakeholder workshops and validation events. The overall aim is to ensure that the NCAP promotes sustainable and equitable access to cooling across various sectors, including healthcare, food preservation, and industrial processes, while aligning with Somalia's international climate commitments.
Duties and Responsibilities: The consultant will be responsible for establishing robust data management systems and conducting comprehensive data collection activities that underpin all NCAP analytical work. This includes designing and implementing surveys and interviews targeting key stakeholder groups to capture essential information on current cooling infrastructure, energy consumption patterns, technology adoption, and capacity gaps across critical sectors such as residential and commercial buildings, cold chain, industrial processes, and transport. The consultant will collect sector-specific data to establish energy and emission baselines for subsectors including air conditioning, cold chain, mobile air conditioning, and refrigerants (HFCs), with projections for 2030 and 205
The consultant will identify data gaps, propose strategies to address them, and compile collected data into accessible databases that support modeling and policy analysis. Furthermore, the consultant will prepare a comprehensive technical report detailing methodology, findings, and sector-specific gaps. Throughout the process, the consultant will engage with national and subnational stakeholders to validate findings, present interim results, and ensure transparency. The consultant will collaborate with UNEP and other stakeholders to align data collection with Somalia's national strategies and international climate commitments, and will also support the UNEP team in assessing Somalia's cooling landscape, developing the NCAP planning framework, evaluating existing policies and technologies, and building institutional capacity through training and knowledge products.
Required Qualifications: The position requires an advanced university degree (Masters or equivalent) in public administration, economics, building engineering, architecture, urban planning, environmental studies, law, political science, or a similar discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. The consultant must have a minimum of eight years of experience in fields relevant to climate change and sustainable cooling, with strong expertise in data collection and analysis, and in engaging government officials and industry actors. Knowledge of national policies on climate change and/or cooling in Somalia is required, along with excellent written and oral communication skills on energy, urban planning, buildings, and environmental topics. The consultant should demonstrate the ability to conduct data collection and analysis to support evidence-based policy development and provide technical inputs to governments and other stakeholders, as well as experience in multi-stakeholder processes and stakeholder engagement.
Educational Background: The educational background required for this position includes an advanced university degree (Masters or equivalent) in relevant fields such as public administration, economics, building engineering, architecture, urban planning, environmental studies, law, political science, or similar disciplines. A first-level university degree combined with two additional years of qualifying experience may also be accepted in lieu of the advanced degree, highlighting the importance of both formal education and practical experience in this role.
Experience: The consultant is expected to have a minimum of eight years of professional experience in fields relevant to climate change and sustainable cooling, particularly in areas related to energy efficiency and data collection and analysis. This experience should include engaging with government officials and industry actors, demonstrating a strong understanding of the complexities involved in policy development and stakeholder engagement. The consultant should also have experience in sustainable cooling practices, especially in buildings and cities, and familiarity with passive cooling, energy efficiency, and nature-based solutions is desirable.
Languages: Fluency in Somali and written and oral English is required for this position. The ability to communicate effectively in both languages is essential for engaging with stakeholders and ensuring that the consultant can effectively contribute to the development of the NCAP and related activities.
Additional Notes: The position is home-based and expected to last for a duration of six months. The consultant will work locally under the guidance of the UNEP Cool Coalition Head of Secretariat in Paris and relevant regional offices.
