Job Overview:
The Regional Technical Expert will play a crucial role in facilitating the institutionalization of coordination between National Ozone Units (NOUs) and National Energy Efficiency Policymakers (NEEPs) in Article 5 countries. This position involves delivering high-quality, regionally adapted outputs that will enable these countries to fulfill their commitments under the Kigali Amendment. The expert will be responsible for developing an extensive evaluation of knowledge gaps, capacity needs, and best practices, as well as enhancing and regionalizing UNEP's draft knowledge products and tools. The ultimate goal is to strengthen institutional collaboration and operational tools, thereby enhancing the capacity of national stakeholders to improve energy efficiency in the cooling sector. The expert will work closely with the UNEP OzonAction Latin America Regional Network team and will be expected to engage in participatory tasks that align with national and regional priorities.

Duties and Responsibilities:
The consultant will undertake a series of integrated and technically focused tasks organized across two interrelated project components. In Project Component 1, the expert will develop, deploy, and analyze a structured, multilingual survey to capture national and regional priorities related to the implementation of the Kigali Amendment. The findings from this survey will inform the development of knowledge toolkits and institutional mapping activities. In Project Component 2, the expert will finalize a practical and adaptable monitoring and tracking tool designed to assess national-level progress on key policies related to the Kigali Amendment and energy efficiency. This tool will support evidence-based decision-making and will be crucial for the successful implementation of the project. The consultant will also be responsible for facilitating regional workshops, training programs, and technical exchanges, ensuring that all activities are aligned with the overarching goals of the Twinning Project Phase II.

Required Qualifications:
Candidates must possess an advanced degree in environmental science, engineering, international affairs, public administration, or a related field. Alternatively, a first-level degree combined with two additional years of relevant work experience may be accepted in lieu of an advanced degree. A minimum of 7 years of proven experience in the fields of Montreal Protocol implementation, energy efficiency policy, or sustainable cooling technologies in the Latin America region is required. Additionally, candidates must demonstrate experience in designing and conducting assessments of institutional, policy, and technical capacity, including stakeholder consultations and survey-based methodologies. A proven track record in developing or adapting technical toolkits, policy guidance, or knowledge products for use by national authorities is also essential.

Educational Background:
An advanced degree in environmental science, engineering, international affairs, public administration, or a related area is required for this position. Candidates with a first-level degree may be considered if they have two additional years of relevant work experience. This educational background is crucial for understanding the complexities of environmental policies and the technical aspects of energy efficiency and ozone layer protection.

Experience:
Candidates should have a minimum of 7 years of relevant experience in the fields of Montreal Protocol implementation, energy efficiency policy, or sustainable cooling technologies, particularly within the Latin America region. This experience should include designing and conducting assessments of institutional, policy, and technical capacity, as well as facilitating regional workshops and training programs. Familiarity with Multilateral Fund processes and experience working with regional energy efficiency organizations are highly desirable.

Languages:
Fluency in both oral and written English and Spanish is required for this position. Knowledge of another UN language is considered desirable, as it may enhance communication and collaboration with diverse stakeholders across different regions.
