Duties and Responsibilities: The Technical Advisor will be responsible for designing and managing the project learning and adaptation strategy, focusing on knowledge creation, capture, access, application, sharing, and learning at multiple levels. This includes ensuring a cross-sectoral approach that integrates gender, youth, social protection, resilience, climate change, and disaster risk reduction. The advisor will provide technical solutions for strategic planning and program design, ensuring high-quality implementation. Responsibilities also include leading active learning initiatives, establishing feedback systems to capture experiential learning, and fostering collaboration across various stakeholders. The advisor will conduct regular assessments of the Theory of Change (ToC), maintain relationships with donors and partners, and contribute to capacity strengthening of project staff through training and mentoring.
Required Qualifications: Candidates must possess a Master’s degree in social sciences, international development, or a relevant field, with a PhD preferred. A minimum of seven years of relevant work experience is required, including managing monitoring and evaluation (M&E) and strategic learning components of multisectoral programs. Candidates should demonstrate experience in quantitative and qualitative research methods, strategic communication, and facilitating learning processes. Proficiency in ICT4D data visualization tools, particularly Microsoft Power BI, is essential, along with familiarity with the CLA approach and adaptive management for program quality. Experience working in Niger is preferred.
Educational Background: The position requires a Master’s degree in social sciences, international development, or a related field. A PhD is preferred, indicating a higher level of expertise and knowledge in the relevant areas of study.
Experience: Candidates should have a minimum of seven years of relevant work experience, with at least five years of field-based experience in similar international humanitarian and development contexts.
