Job Overview:
The Technical Advisor III for Economic Strengthening and Social Protection (ESSP) will play a pivotal role in providing technical leadership and oversight for the design and implementation of the economic strengthening and social protection components of CRS programs in Niger. This position requires a deep understanding of the local context to ensure that the interventions are effective and aligned with the key graduation principles. The Advisor will be responsible for guiding staff and partners in implementing related components, ensuring that the approach is inclusive and equitable, particularly for marginalized populations, and addressing issues of gender inequality and youth integration. Duties and Responsibilities:
The Technical Advisor will collaborate closely with the Chief of Party, M&E Manager, and Strategic Learning Advisor to oversee programmatic and technical reviews, manage program direction, and ensure that technical interventions are appropriately sequenced, layered, and integrated. Responsibilities include participating in the collection and analysis of information, coordinating inputs from sectoral specialists, developing standard operating procedures for a contextualized graduation approach, and leading quality assurance efforts. The Advisor will also document and disseminate learning, establish relationships with donors and stakeholders, and participate in forums to share best practices.

Required Qualifications:
Candidates must possess a Master’s degree in economics, International Development, or a related field, along with a minimum of ten years of relevant international experience in advisory or management roles. This experience should include at least five years in designing and implementing programs using the graduation approach, with a strong understanding of socio-cultural factors affecting participant targeting. Proficiency in MS Office and experience in cash assistance programming are also required, along with demonstrated capacity for analysis and relationship management.

Educational Background:
A Master’s degree in a relevant field such as economics or International Development is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively lead the economic strengthening and social protection initiatives.

Experience:
The position requires a minimum of ten years of relevant international working experience, ideally with an international NGO or government. Candidates should have progressive responsibilities in advisory or management roles, with at least five years dedicated to the design and implementation of programming using the graduation approach. Experience in sub-Saharan Africa is preferred, as is a background in cash assistance programming and related fields such as poverty alleviation and food security.

Languages:
Fluency in French is mandatory, along with professional proficiency in English. These language skills are essential for effective communication with local stakeholders and international partners, ensuring that the Advisor can engage with diverse audiences and facilitate collaboration.

Additional Notes:
This position is based in Niger and may require up to 50% travel to project sites. The role is contingent upon donor funding and approval of the candidate.
