Job Overview: The Assistant Team Leader (ATL) position is integral to the KEDO DIREN Activity Ex-post Evaluation, which is part of the Monitoring, Evaluation, and Learning (MEL) Platform for USAID/Mali. The primary objective of the MEL Platform is to provide technical and advisory services for various monitoring, evaluation, and learning activities. The ATL will work closely with the MEL Specialist and the Evaluation Team Leader to design and implement the evaluation, ensuring high-quality deliverables that align with the Statement of Work (SOW). The role requires collaboration with various stakeholders, including local data collection firms, to facilitate effective data collection and analysis. The position is expected to run from December 2024 through July 2025, with an estimated effort of approximately 40 days.
Duties and Responsibilities: The ATL will be responsible for providing sector-specific expertise in rural development in Mali, contributing to the development of the desk review and evaluation design, including methodology and instruments. They will oversee the training of local data collection firms and supervise their activities, ensuring effective data collection even in hard-to-reach areas. The ATL will assist in the technical review of data collection processes, prepare presentations of the evaluation design and findings for USAID, and respond to feedback on draft reports. Collaboration with team members and stakeholders is essential to ensure the successful implementation of the evaluation.
Required Qualifications: Candidates must possess a Master’s degree in rural development and have at least seven years of experience evaluating projects in conflict-prone areas, preferably in Mali. Extensive experience in leading large, complex evaluations utilizing qualitative methods, particularly for USAID projects, is required. Strong organizational skills and the ability to adhere to timelines are essential, along with excellent interpersonal skills for effective interaction with various stakeholders, including USAID and local partners.
Educational Background: A Master’s degree in rural development is mandatory for this position, reflecting the need for advanced knowledge and expertise in the field of rural development and evaluation.
Experience: The position requires a minimum of seven years of experience in evaluating projects, particularly in conflict-prone areas. Candidates should have a proven track record of leading complex evaluations and utilizing qualitative methods, ideally with experience in USAID projects.
Languages: Fluency in French is required for this position, as it is essential for communication with local stakeholders and partners. Additionally, fluency in English and a local language is preferred, enhancing the candidate's ability to engage with diverse groups.
Additional Notes: The estimated period of performance for this position is from December 2024 to July 2025, with an anticipated level of effort of approximately 40 days. The role may involve travel within Mali, and local/Malian candidates who meet the specified qualifications are highly encouraged to apply.
