The Collaborative Cash Delivery (CCD) Network, which Mercy Corps is a part of, was established following the Grand Bargain 2016 annual meeting and consists of 14 global members focused on improving cash and voucher assistance (CVA) programming in humanitarian crises.

Job Overview:
The Collaboration Manager will play a pivotal role in facilitating collaboration among various members of the CCD in Ukraine. This position is crucial for driving forward collaborative activities, establishing a robust framework for CCD operations, and promoting the CCD across strategic, operational, and technical functions. The manager will be responsible for ensuring adherence to the CCD Platform Governance Framework and the Memorandum of Understanding, while also reporting to stakeholders including CCD members in Ukraine and the CCD Ukraine Steering Committee. The role requires leveraging the experiences from other countries to enhance the impact of collaborative efforts in Ukraine, particularly in the context of the ongoing humanitarian crisis following the Russian invasion.

Duties and Responsibilities:
  • Facilitate the functioning and operationalization of the Steering Committee of the CCD at the country level, serving as chair and convener.
  • Convene CCD agencies regularly, ensuring clear meeting objectives, agendas, and outputs.
  • Develop and maintain an up-to-date work plan for the CCD, including priority actions for the first year.
  • Socialize the CCD platform principles and structure with members, donors, government authorities, and other stakeholders.
  • Collaborate closely with the Cash Working Group to ensure synergies and complementarity of purpose.
  • Act as a liaison between CCD operational responses and the Steering Committee for the Ukraine CCD Platform.
  • Support the network with intelligence gathering on funding opportunities and donor engagement.
  • Facilitate information sharing on member interventions and strategic priorities, building relationships across agency focal points.
  • Foster trust among actors to enhance transparency and common positions. 1
  • Use CVA technical and coordination expertise to facilitate NGO/civil society collaborations for improved humanitarian cash response effectiveness.

Required Qualifications:
  • Proven experience in managing collaborative networks or platforms, particularly in humanitarian contexts.
  • Strong understanding of cash and voucher assistance programming and its operational challenges.
  • Excellent facilitation and communication skills, with the ability to engage diverse stakeholders.
  • Demonstrated ability to build relationships and trust among various actors in the humanitarian sector.
  • Experience in strategic planning and operational management within a complex environment.

Educational Background:
A bachelor's degree in international development, humanitarian studies, social sciences, or a related field is required. A master's degree is preferred and may be considered an asset for this position.

Experience:
A minimum of 5 years of relevant experience in humanitarian response, with a focus on cash and voucher assistance programming. Experience working in Ukraine or similar contexts is highly desirable. Proven track record of facilitating collaboration among diverse stakeholders is essential.

Languages:
Fluency in English is mandatory. Proficiency in Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.

Additional Notes:
This position is full-time and based in Kyiv, Ukraine. The role may involve occasional travel within the country to engage with various stakeholders. Compensation and benefits will be commensurate with experience and in line with Mercy Corps' policies.
