Job Overview:
The Technical Officer position is located in the ILO Country Office for Nigeria, Ghana, Liberia, and Sierra Leone (CO-Abuja). The primary responsibility of this role is to provide technical support and assistance in the areas of employment and labor migration, as well as in program planning and activity implementation reporting. The incumbent will develop strategies relevant to employment and labor migration policy frameworks in the countries covered by CO-Abuja. This position requires close collaboration with the Regional labor migration specialist and other technical specialists at ILO headquarters, as well as local counterparts and UN bodies in the region. The Technical Officer will work under the direct supervision of the Director of CO-Abuja and will receive technical guidance from various branches within the ILO.

Duties and Responsibilities:
  • Provide technical and policy support to CO-Abuja in employment policies and labor migration.
  • Conduct analyses to identify decent work priorities and needs, reviewing previous impact assessments to propose innovative practices.
  • Contribute to the formulation of strategies and policies relevant to employment and labor migration, providing technical inputs to ILO Decent Work Country Programmes and other frameworks.
  • Support ILO constituents and stakeholders in promoting employment policies and labor migration strategies.
  • Undertake policy-oriented research and analysis, considering gender and diversity.
  • Maintain knowledge of emerging trends in employment and labor migration.
  • Draft and provide technical input for policy briefs, reports, and publications.
  • Synthesize and share good practices and lessons learned.
  • Identify capacity development needs and prepare training materials. 1
  • Provide inputs for development cooperation projects and support resource mobilization efforts. 1
  • Participate in national and international forums to promote employment policies and labor migration. 1
  • Organize and facilitate meetings and events related to employment policies and labor migration. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in economics, business or public administration, social sciences, labor law, or a relevant field. A first-level university degree (Bachelor’s or equivalent) in the aforementioned fields, combined with two additional years of relevant experience, will also be accepted in lieu of an advanced degree. Candidates should have a strong understanding of employment policy and labor migration, as well as the ability to conduct research and analysis in these areas.

Educational Background:
An advanced level university degree (Master’s or equivalent) in economics, business or public administration, social sciences, labor law, or other relevant fields is required. A first-level university degree (Bachelor’s or equivalent) with additional relevant experience may be accepted in lieu of an advanced degree.

Experience:
At least five years of experience in employment policy and/or labor migration policy is required. Experience in programming would be an advantage, indicating a strong background in project management and implementation.

Languages:
Excellent command of English is mandatory. A working knowledge of a second language (French or Spanish) would be an advantage, as the ILO operates in multiple languages and values multilingualism among its staff.

Additional Notes:
The position is a fixed-term contract for a duration of 24 months, with a probation period of two years for external candidates. Any extension of the contract beyond the probation period is contingent upon satisfactory performance. The ILO emphasizes a zero-tolerance policy for sexual exploitation and abuse and conducts background checks on candidates.
