Job Overview:
The OECD is seeking a dynamic and experienced manager to lead the Digital Connectivity, Economics and Society Division (DCES) within the Science, Technology and Innovation (STI) Directorate. This position entails line management responsibilities for a budget and a diverse team of approximately 30 professionals in a multicultural environment. The successful candidate will represent the OECD in international forums, synthesizing and communicating key policy messages and findings. The role requires collaboration with staff across various policy areas to implement the OECD's broader goals of better policies for better lives. The ideal candidate will possess strong negotiation skills, thrive in a multidisciplinary environment, and demonstrate innovative strategic thinking while managing complex programs and budgets to deliver high-quality outputs within tight deadlines.

Duties and Responsibilities:
The main responsibilities of the Head of Division include managing the committees and their work programs, developing and steering the implementation of the Digital Economy Committee (DPC) and Committee on Consumer Policy (CCP) work programs, and formulating strategic visions aligned with the Directorate's objectives. The role involves building consensus among stakeholders, implementing and evaluating work program activities, and ensuring high-quality outputs. Additionally, the candidate will represent the Directorate at internal and external meetings, maintain close contacts with various stakeholders, and contribute to effective dissemination of the Division's work. Leadership responsibilities include managing staff, setting objectives, providing guidance, and fostering teamwork. The candidate will also manage the Division's financial resources, including consultancy contracts and grants, ensuring compliance with financial regulations and promoting work program activities to secure additional funding.

Required Qualifications:
Candidates must possess an advanced university degree in relevant disciplines such as economics, public policy, or law. A minimum of ten years of senior-level experience in policy areas relevant to the Digital Connectivity, Economics and Society Division is required, preferably in national administrations or international organizations. Extensive knowledge of policy analysis related to the DPC and CCP programs is essential, along with a passion for developing digital economy and consumer policies that support inclusive growth. Candidates should have experience in managing projects, working with inter-governmental committees, and advising senior management on work program activities. Strategic vision and the ability to prioritize emerging issues are crucial, as is the ability to present and promote OECD work results effectively.

Educational Background:
An advanced university degree in one or more relevant disciplines such as economics, public policy, or law is required for this position. This educational background should provide a solid foundation for understanding the complexities of digital connectivity, economics, and societal issues that the Division addresses.

Experience:
The position requires a minimum of ten years of experience at a senior level in policy areas relevant to the Digital Connectivity, Economics and Society Division. This experience should ideally be acquired in a national administration or international organization, demonstrating a strong understanding of policy analysis and the ability to manage complex projects and budgets effectively.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with a willingness to learn the other language. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is a three-year fixed-term appointment with the possibility of renewal. The OECD offers a competitive monthly base salary starting from 12,109 EUR, exempt from French income tax, with allowances based on eligibility. The appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
