Job Overview: The HR Senior Associate position is a critical role within the UNOPS Somalia Project Unit, responsible for administering and implementing a wide range of Human Resources Management services. The incumbent will work under the direct supervision of the Admin & HR Analyst and the overall direction of the Head of Support Services. The HR Senior Associate will be the first point of contact for internal and external clients, addressing inquiries related to HR processes and providing guidance on HR initiatives. This role encompasses various functions, including recruitment, learning and development, performance management, and organizational development, ensuring optimal employee and talent management. The HR Senior Associate will also contribute to policy development and implementation, advisory services, and general administration, playing a vital role in supporting the organization's HR strategy and objectives.
Duties and Responsibilities: The HR Senior Associate will undertake a comprehensive set of duties and responsibilities, including:
Supporting policy development and implementation by contributing to HR policy initiatives, maintaining data on trends and risks, and assisting in generating strategic workforce data for planning.
Providing advisory services on HR-related systems and processes, including recruitment, contracts, performance management, and benefits.
Managing talent acquisition processes, ensuring best practices are followed for effective recruitment and retention.
Overseeing general administration tasks, including travel bookings and personnel administration.
Facilitating team management through effective work planning, performance management, and coaching.
Engaging in knowledge building and sharing by organizing training initiatives and contributing to knowledge networks.
Required Qualifications: The position requires a completion of secondary education as a minimum, with a first university degree in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines being desirable. Knowledge of UN policies, procedures, and practices is highly desirable. Candidates should possess strong computer skills, particularly in MS Office, and experience with web-based management systems is required. Additionally, proficiency in HR information systems is desirable.
Educational Background: Candidates must have completed secondary education, with a first university degree in relevant fields such as Human Resources Management, Business Administration, or Public Administration being preferred. This educational background is essential for understanding the complexities of HR management within an international organization like UNOPS.
Experience: A minimum of seven years of relevant experience in HR advisory, recruitment, or generalist support services is required. Experience in international or national organizations is essential, with some experience in UN system organizations being desirable. Candidates should demonstrate proficiency in handling HR-related tasks and managing personnel effectively.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Additionally, fluency in Somali is also required, ensuring effective communication with local personnel and stakeholders.
Additional Notes: The contract type for this position is Local ICA Support, classified at the LICA-7 level. The duration of the contract is ongoing and open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
