Job Overview:
The MEL Technology Coordinator plays a crucial role within the Cash Consortium of Sudan (CCS), which aims to enhance the effectiveness of cash assistance in humanitarian responses. This position is responsible for improving the Monitoring, Evaluation, and Learning (MEL) system by developing and maintaining technological solutions for data collection, curation, and analysis. The coordinator will establish standardized data collection tools and reporting systems, ensuring that all consortium partners can access and utilize these resources effectively. The role requires collaboration with various stakeholders to create a harmonized data infrastructure that integrates with existing Mercy Corps tools, thereby enhancing the overall quality and accountability of the consortium's programs. The MEL Technology Coordinator will also provide programmatic support to the MEL Manager and Consortium Director, ensuring high standards in monitoring and evaluation practices.

Duties and Responsibilities:
  • Establish and maintain harmonized/standardized data collection tools and common data standards for the CCS.
  • Develop and manage the information system for the CCS, including data collection, transformation, visualization, and security processes.
  • Collaborate with the CCS MEL Manager to maintain standardized data collection tools for various program activity phases, including assessments and monitoring.
  • Facilitate the development of technology solutions to improve collaboration and performance within the consortium.
  • Lead information management and quality control of program data to ensure technical quality in M&E activities.
  • Assist in processing data for reports and presentations to stakeholders.
  • Establish and improve Microsoft Azure data architecture and processing pipelines.
  • Engage with CCS MEL teams to gather feedback on data collection tools and automated data pipelines.
  • Conduct aggregate data analysis and support the identification of data analysis processes. 1
  • Engage with external stakeholders to promote common data standards and schemas.

Required Qualifications:
  • Bachelor's degree or professional certification in relevant fields such as engineering, IT, computer science, economics, or social sciences.
  • Minimum of 5 years of professional experience, including at least 2 years in international relief and development.
  • Experience in developing and implementing information systems and data collection tools is mandatory.
  • Proficiency in statistical/programming software (e.g., STATA, R, Python, SQL) is desirable.
  • Demonstrated experience in harmonizing data collection tools across multiple programs.
  • Strong analytical skills with the ability to evaluate data critically and conduct data cleaning.
  • Experience facilitating technical training and consultations.

Educational Background:
A Bachelor's degree in engineering, IT, computer science, economics, statistics, business administration, social sciences, or related fields is required. Professional certifications in relevant areas are also considered beneficial.

Experience:
Candidates should have a minimum of 5 years of demonstrated professional experience, with at least 2 years specifically in international relief and development contexts. The ideal candidate may come from an IT background with experience in humanitarian work or from a MEL background with knowledge of data science and engineering.

Languages:
Proficiency in English is mandatory. Knowledge of Arabic is preferred but not required. Familiarity with other languages may be beneficial depending on the context of the work.

Additional Notes:
This position does not have supervisory responsibilities and reports directly to the CCS MEL Manager. The role involves collaboration with various teams, including HQ PAQ/MEL, CCS Director, and partner MEL teams. The position is full-time and may involve both remote and in-person engagements, depending on the needs of the consortium and the context of the work.
