Job Overview:
The CCS MEL Officer will play a crucial role in supporting the Monitoring, Evaluation, and Learning (MEL) processes of the Cash Consortium of Sudan (CCS). This position involves collaborating with the CCS MEL Manager and partner organizations to implement the MEL plan effectively. The officer will be responsible for developing tools and procedures to enhance data management, managing databases, and ensuring compliance with donor standards. The role requires a proactive approach to identifying opportunities for improvement in MEL activities and fostering collaboration among partners to maximize the impact of cash assistance programs. The CCS MEL Officer will also contribute to the development of strategic tools and guidelines to ensure high-quality data management and reporting.

Duties and Responsibilities:
The CCS MEL Officer's duties include:
  • Supporting the CCS MEL Manager in implementing the MEL strategy and ensuring data quality across consortium partners.
  • Coordinating with partners to manage information systems and identify opportunities for improvement.
  • Supervising compliance with minimum MEL standards required by donors.
  • Managing data systems related to indicator compliance and duplicate management.
  • Leading the de-duplication process to avoid duplicate care within CCS.
  • Generating and sharing periodic referral reports for services offered by partners.
  • Documenting monitoring and evaluation processes and submitting bi-monthly reports.
  • Supporting training and capacity building for program teams and partner MEL focal points.

  • Ensuring compliance with security procedures and policies.

Required Qualifications:
Candidates must possess a professional background in economics, statistics, business administration, social sciences, or related fields. A minimum of three years of work experience is required, with at least one year specifically focused on implementing Monitoring and Evaluation systems. Experience in emergency, transition, and development programs with international cooperation is desirable. Proficiency in MS Office, particularly advanced Excel skills, is mandatory. Experience in designing primary data collection tools and using interactive dashboard development tools is also required.

Educational Background:
A bachelor's degree in a relevant field such as economics, statistics, social sciences, or business administration is required. Advanced degrees or certifications in Monitoring and Evaluation or related disciplines are advantageous.

Experience:
The position requires a minimum of three years of relevant work experience, including at least one year of specific experience in Monitoring and Evaluation. Candidates should have experience working in emergency and development contexts, particularly with international organizations and donors.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic or other local languages is considered an asset and would be beneficial for effective communication within the context of the role.
