Job Overview: The OECD is seeking a dynamic and experienced manager to lead the Digital Connectivity, Economics and Society Division (DCES) within the Science, Technology and Innovation (STI) Directorate. This position involves overseeing a large team of approximately 30 professionals in a multicultural environment, managing the division's budget, and representing the OECD in international forums. The successful candidate will play a crucial role in advancing the strategic objectives of the Secretary-General, particularly in enhancing the OECD's work on connectivity, economics, and society. The role requires a skilled negotiator capable of managing multiple inter-institutional relationships and providing intellectual guidance to a highly qualified international team. The candidate should exhibit innovative strategic thinking, a high tolerance for change, and a proven track record of managing complex programs and budgets to deliver high-quality outputs within tight deadlines.
Duties and Responsibilities: The main responsibilities of the Head of Division include managing the committees and their work programs, developing and steering the implementation of the Digital Economy Committee (DPC) and its Working Party on Connectivity Services and Infrastructures (WPCSI), as well as the Committee on Consumer Policy (CCP) and its Working Party. The candidate will formulate, implement, and evaluate work program activities, ensuring high-quality output results and consistency across both committees. Additionally, the role involves representing the Directorate at internal and external meetings, establishing close contacts with various stakeholders, and contributing to the effective dissemination of the Division's work. Leadership responsibilities include managing staff, setting objectives, providing guidance, and fostering teamwork. The candidate will also manage the financial resources of the Division, ensuring compliance with the Organisation's Financial Regulations and promoting work program activities to raise complementary funding.
Required Qualifications: Candidates must possess an advanced university degree in disciplines relevant to the work of the Digital Connectivity, Economics and Society Division, such as economics, public policy, or law. A minimum of ten years' experience at a senior level in relevant policy areas is required, preferably acquired in national administrations or international organizations. Extensive knowledge of policy analysis related to the DPC and CCP programs is essential, along with a passion for developing digital economy and consumer policies that support inclusive growth. Proven experience in managing projects, working with inter-governmental committees, and advising senior management is also necessary. The candidate should have a strategic vision, the ability to identify emerging issues, and experience in international networks related to digital economy and consumer policy.
Educational Background: An advanced university degree in one or more relevant disciplines such as economics, public policy, or law is required for this position. This educational background should provide the candidate with a strong foundation in the analytical and policy-making skills necessary for the role.
Experience: The position requires a minimum of ten years of professional experience at a senior level in policy areas relevant to the Digital Connectivity, Economics and Society Division. This experience should ideally be gained in a national administration or an international organization, with a focus on policy analysis and program management.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, along with a willingness to learn the other language. This bilingual requirement is essential for effective communication within the organization and with external stakeholders.
Additional Notes: The position is a three-year fixed-term appointment with the possibility of renewal. The OECD offers a competitive monthly base salary starting from 12,109 EUR, exempt from French income tax, with allowances based on eligibility. The appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
