Job Overview:
The Chief of the Regional Programming Unit (C/RPU) is a pivotal role within the ILO Regional Office for Arab States, located in Beirut, Lebanon. This position entails leading and managing the Regional Programming Unit (RPU), which is responsible for the strategic planning and programming of resources across various funding sources. The incumbent will work closely with regional management and country offices to ensure effective implementation of the ILO's Decent Work Agenda. The role requires a strong focus on results-based management (RBM) principles, ensuring that all programs and development cooperation projects align with the identified needs of constituents in the region. The C/RPU will also support the implementation of decisions made by the ILO's Governing Body and International Labour Conference, ensuring that regional priorities are met and that the ILO's objectives are achieved effectively.

Duties and Responsibilities:
  • Plan, manage, and supervise the work of the RPU at the Regional Office, supporting priority setting at regional and country levels.
  • Provide support to Decent Work Technical Support Teams (DWT) and offices in developing, implementing, and monitoring Decent Work Country Programmes (DWCPs).
  • Identify regional priorities and outcomes within the framework of the Outcome-based Work Plans (OBW) and assist in formulating these plans for the biennium.
  • Coordinate the planning and programming of regular budget and associated resources, monitoring delivery and proposing actions to regional management.
  • Prepare the region's Programme and Budget proposals and ensure quality assurance in biennial implementation reporting.
  • Monitor programme implementation for conformity with ILO objectives and propose necessary changes.
  • Provide guidance on development cooperation policies and coordinate the formulation of regional proposals.
  • Lead the regional monitoring and evaluation function, ensuring sound M&E systems are in place.

  • Perform other relevant duties as assigned, ensuring alignment with ILO's strategic objectives.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in economics, business or public administration, social science, or a related field. A first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with two additional years of relevant experience, will also be accepted. The role requires excellent knowledge of the ILO's policies and programming techniques, as well as strong analytical and report-writing skills. Proven leadership abilities and experience in managing diverse teams are essential, along with a thorough understanding of international development cooperation policies.

Educational Background:
An advanced university degree (Master’s or equivalent) in a relevant field is required. Alternatively, a first-level university degree (Bachelor’s or equivalent) with additional relevant experience may be accepted. Candidates should have a strong academic background that supports their ability to engage in complex program planning and management.

Experience:
At least ten years of professional experience in programme planning, management, implementation, and evaluation is required, including experience at the international level. Candidates should demonstrate a track record of successful project management and the ability to navigate complex organizational structures.

Languages:
Excellent command of English and/or French is mandatory, with a working knowledge of the second language being advantageous. Proficiency in additional languages relevant to the region may also be beneficial.

Additional Notes:
The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance. The successful candidate will be subject to a probation period of two years. The ILO emphasizes a zero-tolerance policy towards sexual exploitation and abuse, and candidates may undergo background verification as part of the recruitment process. The ILO does not charge any fees during the recruitment process.
