Job Overview:
The Project Manager position is crucial for overseeing and managing infrastructure projects in Bukavu, Democratic Republic of the Congo. The role involves developing and implementing project plans, ensuring that all project milestones are met within the defined tolerances. The Project Manager will be responsible for embedding sustainability dimensions into the project lifecycle, including social, gender inclusion, environmental, and economic aspects. This position requires strong leadership skills to manage project teams, liaise with external suppliers, and ensure that all deliverables meet quality standards. The Project Manager will also be tasked with identifying potential risks and business opportunities, providing regular reports to stakeholders, and ensuring compliance with organizational policies and procedures. The successful candidate will play a key role in stakeholder engagement, ensuring effective communication and collaboration among all parties involved in the project.

Duties and Responsibilities:
  • Project Delivery and Performance: Develop and update implementation plans, manage project outputs, ensure quality compliance, and monitor project progress.
  • Procedures: Comply with organizational policies, manage budgets and cash flow, maintain project files, and support audit activities.
  • Monitoring and Reporting: Prepare regular project and financial reports, review project status, and maintain progress reports.
  • Stakeholder Engagement: Develop stakeholder profiles, establish working relationships, and coordinate project communications.
  • Quality Assurance: Ensure compliance with audit requirements and coordinate quality reviews of project documents.
  • Knowledge Management and Innovation: Encourage capacity-building activities, share lessons learned, and contribute to policy improvements.
  • Personnel Management: Lead and motivate the project management team, conduct performance reviews, and ensure safety and security for all personnel.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree) in a relevant discipline such as Project Management, Engineering, or Architecture. A first-level university degree with additional relevant experience may be accepted. Certifications in Project Management (e.g., PRINCE2, PMI) are considered an asset. Candidates should also complete UNOPS training within three months of joining.

Educational Background:
An advanced university degree (Master’s Degree) in Project Management, Architecture, Civil Engineering, Water Engineering, Electrical Engineering, Mechanical Engineering, Structural Engineering, or a related field is required. A first-level university degree with two additional years of relevant experience may be accepted in lieu of the advanced degree. Professional certifications in project management and infrastructure are advantageous.

Experience:
A minimum of seven years of experience in implementing and managing infrastructure projects is required. Candidates should have experience in contract management, knowledge of FIDIC contracts, and technical acumen to understand project plans. Experience in developing countries or post-conflict environments is preferred, along with strong analytical and problem-solving skills. Experience in managing multicultural teams and risk management is also desirable.

Languages:
Full working knowledge of English and French is required. Knowledge of another official UNOPS language is considered an asset.

This position is classified as an International ICA contract, with an ongoing duration that is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
