Job Overview:
The SPARC Project Manager will play a crucial role in the integration of resource allocation and strategic planning within the MSF organization. This position is designed to oversee the Strategic Planning and Resource Cycle (SPARC) process, which aims to consolidate ongoing transformative projects, direct the movement's collective strategic direction, and develop mutual accountability in planning and resourcing. The SPARC 2026-2031 process will focus on proposing Movement-wide priorities, enhancing implementation capacity, aligning governance, and establishing collective accountability mechanisms. The Project Manager will be responsible for coordinating all aspects of the SPARC project, ensuring coherence and timely progress across multiple workstreams, and engaging with various stakeholders to meet project objectives.

Duties and Responsibilities:
The main responsibilities of the SPARC Project Manager include overseeing all aspects of the SPARC development process, which encompasses both macro and micro planning. The Project Manager will monitor and manage risks, implement and track execution, and report to the SPARC Steering Committee on project status and deliverables. Additionally, the Project Manager will manage the portfolio of all workstreams and related projects and initiatives. In terms of design and implementation, the Project Manager will develop detailed processes, establish principles, and refine the scope of work for each workstream. They will gather perspectives from key MSF expert groups and various consultation processes, analyze existing findings, and identify current complementarity and overlap in content. Stakeholder engagement is also a critical aspect of this role, as the Project Manager will lead the development and implementation of the communication and engagement strategy, secure political buy-in, and foster collective ownership across the movement. Furthermore, the Project Manager will design a monitoring framework for final outcomes, regularly inform the sub-committee of progress, prepare materials for effective communication with stakeholders, and ensure timely identification and mitigation of implementation risks.

Required Qualifications:
Candidates for the SPARC Project Manager position should possess strong project management skills, with a proven ability to coordinate complex projects involving multiple stakeholders. They should have excellent communication and interpersonal skills, enabling them to engage effectively with diverse groups within the organization. A deep understanding of strategic planning and resource allocation processes is essential, along with the ability to analyze data and synthesize findings to inform decision-making. The ideal candidate should also demonstrate leadership qualities and the capacity to drive initiatives forward in a collaborative environment.

Educational Background:
A relevant educational background is required for this position, typically including a degree in management, international relations, public health, or a related field. Advanced degrees or certifications in project management or strategic planning may be advantageous and are often preferred by employers in this sector.

Experience:
Candidates should have substantial experience in project management, ideally within the humanitarian or non-profit sector. A minimum of 5-7 years of relevant experience is typically expected, with a track record of successfully managing complex projects and engaging with multiple stakeholders. Experience in strategic planning and resource allocation processes is highly desirable, as is familiarity with the operational context of humanitarian organizations.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within MSF. Proficiency in additional languages, particularly French or Spanish, is considered a valuable asset and may enhance a candidate's competitiveness for the role.
