Job Overview:
The Digital Communication Officer will play a crucial role in enhancing the online presence and impact of the OECD's work on development. This position requires a deep understanding of social media channels, content creation, engagement strategies, and performance monitoring. The officer will be responsible for crafting compelling narratives from complex technical issues, ensuring that the OECD's messages resonate with diverse audiences. Reporting to the Senior Communications Manager for Development, the officer will collaborate closely with the communications teams of DCD and DEV to align digital communication efforts with corporate best practices and priorities. The role involves not only content creation but also strategic planning and evaluation of communication initiatives to maximize engagement and effectiveness.

Duties and Responsibilities:
The Digital Communication Officer's responsibilities include participating in the design and implementation of the OECD communication strategy on development, preparing and posting high-quality content for social media and the web, managing the editorial content of the OECD newsletter and the DevMatters blog, and creating a coherent editorial calendar. The officer will also draft multimedia storytelling pieces, track social media performance metrics, and provide insights for future campaigns. Additionally, the officer will contribute to social media governance, share best practices among practitioners, and engage with the DevCom network to develop joint campaigns. The role requires collaboration with various communication colleagues to ensure consistent amplification of messages across platforms.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent in fields such as international relations, economics, political and social sciences, communications, or journalism. A minimum of 5 years of experience in social media and communication is required, along with excellent writing, copyediting, and proofreading skills. Familiarity with major social media platforms and experience in designing communication plans and producing visual content are essential. The ideal candidate should also have a good understanding of social media monitoring and analytics, as well as the ability to thrive in a dynamic environment that demands continuous learning and innovation.

Educational Background:
An advanced university degree or equivalent is preferred, ideally in international relations, economics, political and social sciences, communications, journalism, or a related field. This educational background will provide the necessary foundation for understanding the complexities of development communication and the ability to engage effectively with diverse audiences.

Experience:
The position requires at least 5 years of professional experience in social media and communication. Candidates should have a proven track record of creating engaging content, managing social media channels, and supporting colleagues in digital communication efforts. Experience in designing communication strategies and producing high-quality visual content is also essential, as is the ability to work collaboratively in a fast-paced environment.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, with knowledge of the other language being essential for effective communication. Candidates with proficiency in additional major languages will be considered an asset, as this can enhance the organization's ability to reach diverse audiences and stakeholders.

Additional Notes:
The position is a 13-month fixed-term appointment with the possibility of renewal. The monthly salary starts at EUR 5,628, depending on experience, and is exempt from French income tax.
