Job Overview:
The position of External Investigator for Abuse of Persons is crucial for MSF's commitment to maintaining a safe and respectful environment for its patients, staff, and volunteers. The selected investigators will be part of a pool that will conduct investigations into allegations of abuse, including sexual exploitation, harassment, and other forms of misconduct. This role requires a thorough understanding of MSF's Behavioral Commitments and Codes of Conduct, as investigators will be tasked with ensuring that all allegations are addressed promptly and professionally. Investigators will work closely with MSF's Global Pool of Investigators Manager and will be expected to conduct investigations remotely or travel to the relevant MSF country programs as needed. The position is designed to support MSF's mission of preventing abuse and ensuring accountability within its operations.

Duties and Responsibilities:
The main responsibilities of the External Investigator include:
  • Collaborating with the Global Pool of Investigators Manager to undertake investigations into various types of abuse, including sexual exploitation, abuse, and harassment, as well as abuse of power and discrimination.
  • Collecting evidence, conducting interviews with survivors and witnesses, reviewing relevant documents, and analyzing evidence in accordance with the guidance provided by the investigations manager.
  • Maintaining and updating records, protocols, and case management systems as required for each investigation.
  • Ensuring that investigations adhere to established safeguarding principles, including a survivor-centered approach, confidentiality, and due process.
  • Completing necessary forms and templates for investigations as directed by the investigations manager.
  • Preparing comprehensive and well-written investigation reports that include findings, conclusions, and recommendations.
  • Securing data in compliance with MSF's data protection policies.
  • Performing any additional tasks assigned by the investigations manager or behavioral unit lead related to the investigations.

Required Qualifications:
Candidates for the External Investigator position must possess a strong background in investigative practices, particularly in the context of abuse and misconduct. They should have a deep understanding of safeguarding principles and be able to demonstrate a commitment to creating a safe and respectful environment. Additionally, candidates should have excellent analytical and communication skills, with the ability to prepare detailed reports and maintain confidentiality throughout the investigation process. Familiarity with MSF's Behavioral Commitments and Codes of Conduct is essential, as is the ability to work independently and collaboratively with diverse teams.

Educational Background:
A relevant educational background is required for this position, typically including a degree in social sciences, law, criminology, or a related field. Advanced degrees or specialized training in investigations, human rights, or safeguarding may be advantageous. Candidates should also have a solid understanding of ethical considerations and legal frameworks surrounding investigations into abuse.

Experience:

Languages:
Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Proficiency in additional languages, particularly Arabic or French, is considered an asset and may enhance a candidate's suitability for the role.

Additional Notes:
This position is a consultancy role, with contracts issued on an as-needed basis for specific investigations. The start date will depend on the emergence of investigation needs.
