Job Overview:
The Field Security Officer will play a crucial role in a team of three, providing 24/7 coverage in an operations center in Haiti. This position is essential for ensuring the safety and security of CTG staff operating in the country and beyond. The officer will monitor potential threats and vulnerabilities, write reports, and brief incoming Field Security Officers on relevant issues. Under the guidance of the Senior Field Security Officer or the Regional Risk Manager, the officer will draft Standard Operating Procedures (SOPs), deliver briefings on evacuation plans, and investigate incidents affecting staff wellbeing. The role requires active participation in meetings and the establishment of security networks to enhance operational safety.
Duties and Responsibilities:
The Field Security Officer will be responsible for maintaining an updated list of all staff in the country, including details of visiting staff and consultants. They will ensure that all staff members are informed about safety and security matters and will arrange briefings for newly arrived consultants, either face-to-face or via MS Teams. Establishing security coordination with local authorities and developing contacts with national law enforcement agencies is vital for providing optimal protection for deployed staff. The officer will document these contacts in a database. They will monitor emergency evacuation capabilities, assist in conducting evacuation exercises, and evaluate accessible areas while maintaining tracking systems for a 24-hour emergency response. The officer will also prepare and maintain an updated security plan, including contingency plans, in accordance with security SOPs. Continuous communication with the Security Country Manager and senior management is essential, as is assisting in briefings on the status and requirements that may arise. The officer will ensure the availability of fire prevention devices and firefighting equipment, maintain fire evacuation plans, conduct fire drills, and perform routine security inspections of various locations, including hotels and field sites. Additionally, they may supervise security guards and provide training to enhance their professional skills.
Required Qualifications:
Candidates must possess a Bachelor's degree in a relevant discipline, and a certificate in security or a related field is considered an asset. Excellent writing and analytical skills are required, along with the ability to produce detailed reports and utilize mapping and presentation software, as well as advanced Excel skills. A solid understanding of security management, particularly in post-conflict environments, is essential. Candidates should demonstrate professionalism, efficiency in meeting commitments, and the ability to remain calm under pressure. Strong communication skills, both verbal and written, are necessary for effective interaction with staff and stakeholders.
Educational Background:
A Bachelor's degree in a relevant field is mandatory for this position. Additional certifications in security or related disciplines will be viewed favorably and may enhance a candidate's application.
Experience:
Candidates should have a background in security management, particularly in challenging environments. Experience in humanitarian or development contexts is advantageous, as is familiarity with emergency response protocols and security coordination with local authorities.
Languages:
Fluency in both English and French is mandatory for this role. Proficiency in additional languages may be considered beneficial but is not required.
