Job Overview:
The OECD's Directorate for Science, Technology and Innovation (STI) is seeking a Statistician/Data Analyst to support the Industry Dynamics and Globalisation Unit. This role involves measuring and analyzing greenhouse gas (GHG) footprints and contributing to the construction of Inter-Country Input-Output (ICIO) tables. The successful candidate will work under the supervision of an Economist and a Senior Statistician, playing a crucial role in developing extensions to ICIO to address environmental policy questions. The position requires a strong emphasis on quantitative analysis and database construction, with a focus on improving GHG emissions estimates by economic activity and enhancing the quality of ICIO tables.

Duties and Responsibilities:
The main responsibilities of the Statistician/Data Analyst include:
  • Database construction and indicator development: Contributing to the development and update of GHG footprint indicators, supporting the production and quality control of ICIO tables, and documenting sources and methods used in the analysis.
  • Extending analyses: Applying disaggregation techniques to improve measures of embodied GHG emissions and conducting detailed analyses for specific sectors such as agriculture, mining, and basic metals.
  • Liaison and representation: Providing user support and representing the OECD at conferences, workshops, and seminars as required.
  • Collaborating with multidisciplinary teams to ensure comprehensive analysis and reporting.

Required Qualifications:
The ideal candidate should possess an advanced university degree in economics or statistics with a strong emphasis on quantitative analyses. A minimum of two years of relevant professional experience in statistical work and quantitative analyses related to Input-Output tables and policy analysis is required. Knowledge of national and international GHG emissions statistics is advantageous, along with proven experience in producing and documenting statistics. The candidate should also have experience in presenting statistical analysis to non-technical audiences and contributing to multidisciplinary projects.

Educational Background:
Candidates must have an advanced university degree in economics or statistics, with a strong focus on quantitative analysis. This educational background is essential for understanding the complexities of economic data and statistical methodologies relevant to the position.

Experience:
A minimum of two years of relevant professional experience is required for this position. This experience should include statistical work and quantitative analyses pertinent to the development and use of national or global Input-Output tables and related policy analysis. Familiarity with GHG emissions statistics and experience in presenting statistical findings to non-technical audiences will be considered an asset.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language. The candidate should be committed to achieving a good working level in the second language, as effective communication in both languages is crucial for collaboration within the organization.
