Job Overview:
The Finance Officer (Budgeting and Reporting) plays a crucial role in ensuring effective budgeting and financial tracking of projects implemented by NRC in the Democratic Republic of Congo. This position supports the supervisor in budgeting processes, periodic project analysis, and financial reporting in accordance with NRC procedures and donor requirements. The Finance Officer is expected to utilize organizational tools and systems to maintain financial integrity and transparency. The role requires a proactive approach to identifying financial discrepancies and proposing improvements to financial processes and tools. The Finance Officer will also participate in monthly accounting closures and ensure compliance with NRC policies and donor regulations.

Duties and Responsibilities:
The Finance Officer will be responsible for ensuring adherence to NRC policies, manuals, and donor regulations. They will prepare and submit periodic progress reports and project analysis documents to their supervisor. The officer will maintain proper filing of financial documents related to projects and implement NRC's financial systems, routines, and procedures at the national level. They will report any challenges encountered during task execution and suggest improvements to financial and accounting processes. Specific responsibilities include utilizing NRC's budgeting and reporting tools to produce periodic analyses of project progress, contributing to the regular archiving of supporting documents, verifying payment documentation, and ensuring compliance with NRC procedures. The officer will also assist in financial monitoring of implementation partners, prepare fund requests for projects, conduct financial reconciliations, and support audit processes by providing necessary financial information. They will identify budget allocation errors and propose corrective measures, support program teams in reconciling deliverables, and prepare monthly financial reports for projects according to donor formats.

Required Qualifications:
Candidates must possess professional experience as an officer in a support function within a humanitarian context, with responsibilities similar to those outlined in this job description. Previous experience in complex and unstable environments is essential, along with proven results in fulfilling job responsibilities. A good understanding of donor regulations, such as those from UNICEF, UNHCR, NMFA, ECHO, EU, SIDA, BHA, and FH, is required. Proficiency in computer tools, particularly Excel and Word, is necessary, and knowledge of English is considered an asset. A minimum of two years of experience in a similar position is required.

Educational Background:
A university degree in accounting, management sciences, or economics is required for this position. Candidates should have knowledge of the Congolese financial system and be proficient in Microsoft Excel and Word. Fluency in French, both spoken and written, is essential for effective communication in this role.

Experience:
The position requires at least two years of relevant professional experience in a similar role within a humanitarian context. Candidates should have a track record of successfully managing financial tasks and responsibilities in complex environments, demonstrating their ability to adapt and perform under pressure.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication. Proficiency in English is considered a valuable asset, enhancing the candidate's ability to engage with international stakeholders and donors.
