Job Overview: The Junior Adviser(s) will be integral to the OECD's efforts in assisting developing countries to establish effective tax systems that align with the Sustainable Development Goals (SDGs). Reporting to senior policy analysts/advisers in the Global Relations and Development Division, the successful candidates will engage in research, analysis, and drafting related to international tax issues, including transfer pricing and Base Erosion and Profit Shifting (BEPS). They will contribute to the development of guidance and training materials for developing countries, monitor and evaluate support initiatives, and coordinate input from various divisions within the OECD. The role also involves designing and delivering outreach and technical assistance programs, liaising with government officials and stakeholders, and representing the OECD at external events.
Duties and Responsibilities: The Junior Adviser(s) will be responsible for conducting research and analysis on the tax needs of developing countries, drafting guidance documents, and developing training programs. They will monitor and evaluate the effectiveness of support provided to these countries, undertake statistical analysis, and prepare substantive documents such as policy briefs and presentations. Additionally, they will support the design and delivery of outreach programs, liaise with government representatives and stakeholders, and promote the OECD's work at meetings and conferences. Other duties may include contributing to broader CTPA initiatives as required.
Required Qualifications: Candidates should possess strong analytical and drafting skills, with at least two years of experience in public policy development, international tax law, or administration. They should have experience in researching tax systems and developing capacity-building programs for developing countries, as well as in liaising with government and other stakeholders in the international tax domain. A commitment to promoting effective tax systems in developing countries is essential.
Educational Background: An advanced university degree or equivalent in law, economics, or relevant disciplines such as social sciences is required, preferably with a specialization in taxation or taxation policy.
Experience: The position requires a minimum of two years of relevant professional experience in public policy development, international tax law, or administration. Candidates should have a proven track record in conducting research and developing programs aimed at enhancing tax systems in developing countries.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language to a good working level. Knowledge of additional languages such as Arabic, Spanish, Portuguese, Russian, and Ukrainian is considered an asset.
Additional Notes: The position is a fixed-term appointment for eighteen months, with the possibility of renewal. The monthly salary starts at 5741.55 EUR, plus allowances based on eligibility, and is exempt from French income tax. The selection process includes written tests and panel interviews scheduled for early January and February 2025, respectively.
