Job Overview:
The consultant will play a crucial role in supporting the Whole of Syria Health Cluster by providing technical lifesaving support through the enhancement of information products. This position involves working closely with the WoS Health Sector Coordinator and hub level Information Management Officers (IMOs) to ensure timely and high-quality delivery of information management products. The consultant will be responsible for coordinating and monitoring the humanitarian response plan, contributing to the Humanitarian Programme Cycle (HPC), and ensuring effective communication among various stakeholders. The role requires a strong understanding of health information management systems and the ability to analyze and disseminate data effectively.

Duties and Responsibilities:
The consultant will have several key responsibilities, including:
  • Supporting the WoS Health Sector coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team by reviewing health questionnaires and needs assessment tools, populating health sector severity/PIN analysis sheets, and coordinating with IMOs to update health sector indicators and targets.
  • Assisting in drafting and finalizing the Health Needs Overview (HNO) and Humanitarian Response Plan (HRP) health sector chapters.
  • Developing reliable data management processes, including standardizing data formats and ensuring sustainable data collection and dissemination.
  • Tracking and monitoring sectoral achievements against set targets, consolidating and updating datasets, and producing regular reports and infographics.
  • Facilitating communication with WoS IMOs and organizing inter-sectoral meetings.
  • Conducting training sessions on health information systems for staff and partners.
  • Contributing to the design and rollout of Public Health Information Services (PHIS).

Required Qualifications:
The position requires a combination of educational qualifications, experience, and skills. Essential qualifications include a university degree in information or data management, computer sciences, statistics, public health, or a related field. Desirable qualifications include specialization in health information management systems and knowledge of data analysis processes. The consultant should possess excellent written and verbal communication skills, advanced knowledge of information management tools, and experience in data collection and analysis in a public health context. Additionally, the ability to manage complex information system projects and provide training to diverse audiences is essential.

Educational Background:
Candidates must hold at least a first university degree in a relevant field such as information or data management, computer sciences, statistics, or public health from an accredited institution. A specialization in health information management systems is desirable, as is a working knowledge of data analysis techniques and needs assessment tools within the humanitarian context.

Experience:
The consultant should have up to five years of relevant experience at both national and international levels in data and information management, particularly in emergency operations or humanitarian contexts. Prior experience in emergency disaster response or health outbreak response with WHO, UN agencies, or recognized humanitarian organizations is highly desirable.

Languages:
Fluency in English and Arabic is essential for this position. Excellent communication skills in both languages are required to effectively engage with various stakeholders and produce high-quality reports and presentations.

Additional Notes:
The consultancy is expected to last for a maximum of 11 months, with an initial duration of 6 months. The consultant will be required to provide a medical certificate of fitness for work and fulfill visa requirements for travel. Remuneration will be based on the international pay band B, and travel costs are excluded from the budget.
