In the Democratic Republic of the Congo (DRC), SI has been active since 2001, responding to humanitarian needs and participating in epidemic control efforts. The DRC mission is currently the third largest in terms of financial volume, with a budget of 19 million euros and plans for growth in 2024.

Job Overview:
The Deputy Country Director for Programs (DPAP) supports the Country Director (CD) in implementing and monitoring the technical strategy. The DPAP is responsible for the functioning of all programs and the oversight of projects in compliance with internal and contractual procedures. This role involves coordinating the technical coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team, ensuring effective management and supervision, and contributing programmatic elements to the country strategy in support of the CD. The DPAP also acts as a substitute for the CD in all related tasks. The position is crucial for maintaining SI's status as a major player in emergency response in the DRC, focusing on strategic positioning, operational volume increase, and the development of resilience activities.

Duties and Responsibilities:
The DPAP's primary responsibilities include: supporting the CD in the implementation of the programmatic strategy, overseeing the coordination of technical teams, ensuring compliance with internal procedures, managing project oversight, leading the development of programmatic strategies, coordinating with consortia and clusters, and representing SI during donor and partner visits. The DPAP will also lead the writing of proposals in collaboration with technical coordinators and ensure the interim management of the CD during absences. Additionally, the DPAP will focus on developing multi-sectoral resilience projects and maintaining SI's role as a focal point for WASH (Water, Sanitation, and Hygiene) initiatives.

Required Qualifications:
Candidates must possess strong coordination and representation skills within consortia and clusters, a good understanding of rapid response mechanisms, and excellent communication and writing abilities. They should demonstrate strong managerial skills, analytical capabilities regarding humanitarian needs, and a strategic vision. Knowledge of accountability issues and cross-cutting protection is also essential.

Educational Background:
A Master's degree in international relations, development and humanitarian action, political science, or equivalent is required. Alternatively, candidates with an engineering background in agronomy or hydraulics (or equivalent) will also be considered.

Experience:
Candidates should have at least 5 years of experience in the humanitarian sector, with 3-4 years in a similar position. Experience in managing multi-sectoral projects and leading teams is highly desirable.

Languages:
Fluency in French and English is mandatory, while proficiency in Swahili is considered a plus.

  • The salary is competitive, starting from EUR 3080 gross per month, plus a monthly per diem of USD 80
  • SI covers housing and travel expenses between the expatriate's home country and the place of assignment. During the mission, a work and leave alternation system is in place, allowing for 7 working days off every three months, along with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and ophthalmological care, and necessary vaccinations.
