SI is prepared to respond quickly to emergencies, ensuring access to clean water and a healthy environment for vulnerable populations affected by crises. The projected budget for SI's mission in CAR is approximately 9 million euros for 2023, with ongoing funding proposals to stabilize the mission's activities and financing.
Job Overview: The Coordinator will oversee all ongoing and negotiating programs, currently managing five funded projects from various donors, including ECHO, UNICEF, AFD, and CDCS. The Coordinator will also be involved in several proposals under consideration, such as BHA and INTPA. The role entails directing and coordinating administrative, human resources, accounting, and financial services for the mission, ensuring financial balance and compliance with SI's financial procedures, donor regulations, and local laws. The position requires a solid technical profile in finance and management, with prior experience as a Financial Coordinator and ideally in HR coordination. The first three months will focus on financial reporting, budget monitoring, HR restructuring, and enhancing the financial department's management. The Coordinator must navigate challenges such as reduced humanitarian funding, increased competition among NGOs, and security risks affecting operations.
Duties and Responsibilities:
Direct and coordinate administrative, human resources, accounting, and financial services for the mission.
Ensure financial balance and compliance with SI's financial procedures and donor regulations.
Act as the liaison between the headquarters and the mission for financial matters.
Develop and implement a financial strategy and reliable tracking tools.
Monitor budgetary compliance and reporting for ongoing projects.
Support HR restructuring and recruitment processes.
Enhance financial management practices, including accounting procedures and archiving.
Ensure timely financial cycles and adherence to deadlines.
Manage the financial department and provide technical support to base administrators. 1
Adapt to security constraints and ensure the safety of staff and operations.
Required Qualifications:
Strong knowledge of donor regulations, particularly DG ECHO, CIAA, CDCS, UNICEF, BHA, AFD, and FCDO.
Proven ability to anticipate and make decisions effectively.
Strong managerial skills, particularly in team management and remote technical support.
Excellent organizational and prioritization skills, with the ability to manage multiple responsibilities simultaneously.
High capacity for work and stress resilience.
Flexibility, autonomy, and strong adaptability skills.
Familiarity with SI's specific themes and tools is highly appreciated.
Experience working in politically and security-unstable environments.
Experience: A minimum of 3-4 years of experience in the humanitarian sector, with proven experience as a financial coordinator and in HR management within NGOs. Previous experience in managing teams and financial management of consortia is appreciated, especially in challenging security contexts.
Languages: Fluency in French is mandatory, and proficiency in English is highly desirable.

The salary is based on experience, starting from EUR 2860 gross per month, plus a monthly per diem of 480,000 CFA. SI covers housing and travel expenses between the expatriate's home country and the assignment location. A work and leave alternation system is in place, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates receive comprehensive health insurance covering medical expenses, including vaccinations and malaria treatment. Living conditions in Bangui are moderate, with access to amenities and a supportive community of NGOs.
