Job Overview:
The position of Technical Lead in Health Financing and Governance is crucial for guiding and directing country support and capacity strengthening initiatives. The incumbent will be responsible for establishing evidence-based policies and strategies in health financing, financial protection, and governance. This role requires a deep understanding of national health policies and the ability to coordinate and manage diverse teams effectively. The Technical Lead will provide expert advice to senior management and ensure that the workplan aligns with the organization's mandate. The position also involves building partnerships with various stakeholders and representing the program in regional forums.

Duties and Responsibilities:
  • Provide technical leadership in establishing evidence-based policies and strategies for health financing and governance.
  • Advise senior management on the development and establishment of new health strategies and policies.
  • Coordinate and manage the monitoring, evaluation, and reporting of the Unit's work in line with key performance indicators.
  • Build technical partnerships with UN agencies, research institutions, and other stakeholders.
  • Identify opportunities for expanding the evidence base in health financing, financial protection, health economics, and governance.
  • Guide the operationalization of WHO's normative guidance at the country level.
  • Perform all other related duties as assigned.

Required Qualifications:
  • Proven ability to formulate health policies and strategies.
  • Extensive knowledge in governance, health financing, financial protection, and health economics.
  • Strong skills in managing teams and financial resources.
  • Ability to engage and communicate effectively with Member States and partners.
  • Commitment to collaboration with key partners in governance and health financing.

Educational Background:
Essential: A post-graduate degree (Master's or equivalent) in health financing, health economics, health systems, health policy, health planning, economics, or public policy. Desirable: A PhD in one of the aforementioned fields.

Experience:
Essential: At least 10 years of progressively responsible professional experience in health financing and governance management. Experience in providing senior-level advice to decision-makers at national and international levels is required. Desirable: Experience in health systems analysis, health technology assessments, and organizing multi-country capacity building events. A track record of publications in major journals is also desirable.

Languages:
Essential: Expert knowledge of English is mandatory. Knowledge of additional languages is considered an asset.

The position offers a competitive salary starting at USD 92,731, along with a variable post adjustment reflecting the cost of living.
