The role involves overseeing the performance and development plans of the Admin/HR Assistant and Clerk based in Kinshasa, ensuring compliance with administrative procedures, and maintaining proper documentation of national personnel records. The coordinator will also be responsible for liaising with public services, ensuring that administrative follow-ups are conducted effectively, and participating in relevant administrative meetings. This position requires a proactive approach to implementing HR initiatives and maintaining legal compliance within the mission.
Duties and Responsibilities:
Supervise the Admin/HR Assistant and Clerk, ensuring their performance and development plans are effectively managed.
Liaise with public services such as labor inspection, social security" style="border-bottom: 1px dotted #007bff !important;">security, and tax authorities.
Ensure proper administrative follow-up on leave and sick leave by the Admin/HR Assistant at the national office and in the field areas.
Manage the archiving of national personnel files in both paper and electronic formats using Office 365.
Coordinate the implementation of HR initiatives from headquarters under the supervision of the HR Manager.
Participate in inter-NGO administrative meetings and other relevant discussions.
Collaborate with the legal advisor to ensure compliance with legal requirements.
Compile all HR contracts with third parties, including medical coverage agreements and lease contracts.
Assist the HR Manager in reviewing strategic HR documents and maintaining legal compliance.

Ensure timely calculation and payment of employee salaries according to internal and legal provisions.

Collaborate with the HR Manager to compile and share monthly and quarterly HR reports based on key performance indicators.

Manage the recruitment process for national staff in the NRC People system, including job postings, long listing, and employee onboarding.

Administer written tests and participate in interview panels, ensuring all necessary documentation is consolidated during recruitment processes.

Maintain and update the recruitment tracker on a weekly basis.
Educational Background: A bachelor's degree in Administration, Human Resource Management, Social Sciences, or other related fields is required for this position. This educational background provides the necessary theoretical knowledge and practical skills needed to effectively manage human resources and administrative functions within a humanitarian organization.
Experience: Candidates must have a minimum of three years of professional experience in a similar role, specifically as an HR and Administration Coordinator within a humanitarian context. Proven results in previous responsibilities are also a key requirement for this position.
