In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Consultant will conduct a scoping study aimed at identifying gender-responsive, locally relevant interventions to address sexual violence against women and girls in public spaces. This position is crucial in providing evidence-based data and information to stakeholders, ensuring a comprehensive understanding of local forms of sexual violence, and fostering multi-stakeholder partnerships. The consultant will engage with local authorities, civil society organizations, and vulnerable groups to gather qualitative data on safety concerns and experiences of sexual harassment. The study will inform the development of effective interventions tailored to the specific needs of women and girls in the selected areas of Shashemene and Addis Ababa.
Duties and Responsibilities: The consultant will undertake several key tasks including: developing a qualitative methodology for the scoping study in line with UN Women’s guidelines; conducting a literature review and primary data collection through qualitative methods; ensuring adherence to ethical guidelines throughout the research process; preparing a summary of legislative frameworks and policies related to sexual violence; drafting a comprehensive report based on field research; presenting findings during validation workshops; and engaging multi-stakeholder partnerships to collaboratively address identified priorities. The consultant will also be responsible for ensuring that the study reflects the voices and experiences of women and girls, particularly those from marginalized communities.
Required Qualifications: The consultant must possess a master's degree in social science, such as Gender Studies, Social Work, or Sociology. A minimum of 7 years of relevant experience in research, rapid assessments, and producing high-quality reports is required. The consultant should have a strong background in conducting social research related to violence against women and girls, and experience in safe cities programming is considered an asset. Familiarity with the socio-political context of Ethiopia and previous experience working with the UN will be advantageous.
Educational Background: Candidates must have a master's degree in social science disciplines, including but not limited to Gender Studies, Social Work, Sociology, or related fields. This educational background is essential for understanding the complexities of gender issues and the socio-cultural dynamics that influence violence against women and girls.
Experience: The position requires a minimum of 7 years of relevant experience in research and assessments, particularly in the context of violence against women and girls.
