Job Overview: The Programme Management - Senior Officer (National Coordinator) position is a critical role within the SGP (Small Grants Programme) framework, aimed at enhancing the effectiveness of environmental initiatives at the national level. The incumbent will be responsible for overseeing the SGP Country Programme team, ensuring that the program aligns with national environmental priorities and socio-economic conditions. This role requires a strategic approach to program management, including the development and implementation of annual work plans, budget proposals, and performance assessments. The Senior Officer will also facilitate collaboration among various stakeholders, including civil society organizations (CSOs), local communities, and government entities, to promote the SGP's objectives and ensure the successful execution of projects. The position demands a proactive approach to resource mobilization and partnership development, as well as a commitment to knowledge management and capacity building within the program.
Duties and Responsibilities: The duties and responsibilities of the Programme Management - Senior Officer (National Coordinator) include:
Supervising the SGP Country Programme team, providing guidance and coaching to ensure effective teamwork and collaboration.
Preparing and implementing the annual work plan, including strategic initiatives and budget proposals.
Setting performance parameters and learning objectives for the team, assessing their performance, and providing constructive feedback.
Monitoring national environmental concerns and socio-economic trends to inform the SGP's work.
Formulating and implementing the Country Programme Strategy (CPS) and managing grant allocations and budgets.
Ensuring adherence to SGP Standard Operating Procedures and UNOPS regulations.
Organizing stakeholder workshops and project development sessions to engage CSOs and local communities.
Authorizing and managing project planning grants and overseeing ongoing SGP grant projects.
Planning and serving as secretary to National Steering Committee meetings, facilitating project proposal reviews and approvals. 1
Proficiency in standard computer software, including word processing, spreadsheets, presentations, databases, and internet applications.
Educational Background: Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as environment or natural resource management, environmental economics, development, or business administration. This educational background is essential for understanding the complexities of environmental and development issues and for effectively managing programs and projects within the SGP framework.
Experience: Candidates should have a minimum of three years of work experience in areas related to environment, development, monitoring & evaluation, or economics. This experience may include roles in NGOs, research, program/project management, inclusive growth, livelihoods, poverty reduction, and sustainable development. The position requires a demonstrated ability to manage teams, develop strategic initiatives, and engage with diverse stakeholders.
Languages: Fluency in Kyrgyz and/or Russian is required, along with fluency in English. Knowledge of other UN languages is considered an asset, enhancing the candidate's ability to communicate and collaborate in a multilingual environment.
Additional Notes: The position is classified as a Local ICA Specialist with a contract duration until 30 June 2025, with the possibility of extension based on organizational requirements, availability of funds, and satisfactory performance.
