Job Posting Organization:
The GH PEARL project is funded by the United States Agency for International Development (USAID) and aims to generate and utilize high-quality data and evidence to strengthen health policies and program implementation in low and middle-income countries. The project is a consortium led by the University of Carolina, which collaborates with various partners to improve the quality, coverage, and equity of Family Planning/Reproductive, Maternal, Newborn, and Child Health and Nutrition interventions. Palladium is a member of this consortium and is seeking a consultant to lead the implementation of GH PEARL activities in Liberia. The organization is committed to enhancing health outcomes through data-driven approaches and innovative solutions.

Job Overview:
The consultant will lead the implementation of GH PEARL activities in Liberia, focusing on third-party verification and quality of care assessments for the Health Partnership between the US Government, USAID/Liberia, and the Government of Liberia. The consultant will be responsible for overseeing data verification and quality assessments in primary and secondary health facilities across eight counties in Liberia. This role involves extensive domestic travel, collaboration with local organizations, and providing technical assistance and mentorship to ensure high-quality data collection and analysis. The consultant will also be responsible for maintaining relationships with key stakeholders, including the Ministry of Health and USAID, and will report on progress to the US-based management team.

Duties and Responsibilities:
The consultant's duties include cultivating relationships with local contractors, leading engagements with USAID, overseeing the management of local contractors, developing data collection protocols, participating in training for data collectors, providing quality assurance during data collection, summarizing findings in reports, mentoring contractors in presenting results, and collaborating on the final written report to be submitted to USAID. The consultant will also be responsible for frequent travel to the eight counties for data collection and out-briefings, ensuring that activities are conducted professionally and with minimal disruption to health facility operations.

Required Qualifications:
Candidates must possess a Bachelor's degree in public health, monitoring and evaluation, epidemiology, demography, international development, economics, or a related field. They should have at least 5 years of relevant experience in program monitoring, extensive experience in data collection and analysis, and demonstrated experience in assessing data quality. Proficiency in report writing and presentations to high-level officials is essential, along with 2-3 years of experience working with USAID or similar donors. Familiarity with Ministry of Health policies and indicators, as well as experience in capacity strengthening, is also required. Advanced skills in Microsoft Office, particularly PowerPoint and Excel, are necessary, along with outstanding communication skills in English.

Educational Background:
A Bachelor's degree in a relevant field is required, while a Master's degree in public health, monitoring and evaluation, epidemiology, demography, international development, economics, or a related field is preferred. Clinical licensure in a health profession is considered a distinct advantage.

Experience:
Candidates should have at least 5 years of relevant experience in program monitoring, with a strong background in the collection, analysis, and presentation of descriptive data. Experience working directly with USAID or large donors in senior monitoring and evaluation roles is essential, along with familiarity with data quality assessment and quality improvement processes.

Languages:
Fluency in English is mandatory, with outstanding oral and written communication skills required for effective reporting and presentations.

This consultancy opportunity is for a duration of 6 months and requires the candidate to reside in Liberia with valid work authorization. The role involves full-time commitment with extensive domestic travel to various counties.
