Job Overview:
The CCS Procurement Manager plays a crucial role in overseeing procurement activities within the Cash Consortium of Sudan (CCS). This position focuses on managing relationships with Financial Service Providers (FSPs) and ensuring that procurement processes align with the consortium's objectives. The CCS Procurement Manager will work closely with technical leads and operations teams from partner organizations, as well as external advisors, to develop and implement effective procurement strategies. The role requires a strong understanding of procurement principles, particularly in the context of cash and voucher programming, and the ability to navigate complex compliance requirements. The manager will also be responsible for establishing a common payment system for cash programming and ensuring that procurement activities are conducted efficiently and ethically.

Duties and Responsibilities:
The CCS Procurement Manager will coordinate procurement activities according to established policies and donor regulations. Key responsibilities include acting as the Head of Procurement for the CCS Secretariat, leading negotiations and contracting with FSPs, and managing procurement of technology vendors. The manager will ensure compliance with procurement standards, maintain thorough documentation, and prepare status reports on deliveries. Additionally, the role involves interacting with contractors, coordinating with warehouse operations, and enforcing procurement ceilings and approval procedures. The manager will also create a respectful work environment, promote accountability, and provide constructive feedback to team members. Although there are no direct supervisory responsibilities, the manager will contribute to team-building efforts and support the integration of all team members into decision-making processes.

Required Qualifications:
Candidates for the CCS Procurement Manager position should possess a degree in a relevant business field or a professional procurement qualification. A minimum of five years of experience in procurement management, particularly in large-scale operations, is required. Experience with cash and voucher programming, digital payments, and financial service providers is essential. Candidates should have extensive knowledge of procurement principles, regulations, and best practices, as well as strong negotiation and communication skills. Familiarity with the PROSOURCE procurement system is highly desirable, along with a demonstrated ability to multi-task and process information effectively. A clear understanding of procurement ethics and donor compliance is crucial for this role.

Educational Background:
The ideal candidate should have a degree in business administration, supply chain management, or a related field. Professional procurement qualifications or certifications are preferred, as they demonstrate a commitment to the field and an understanding of procurement best practices. Experience:
The CCS Procurement Manager should have at least five years of relevant experience in procurement management, ideally within the humanitarian or development sector.
