Job Overview:
The National Climate Vulnerability & Risk Assessment Consultant will play a crucial role in addressing climate change issues in Yemen through the project titled 'Fourth National Communication & Second Biennial Update Report.' This project aims to assist Yemen in fulfilling its commitments under the United Nations Framework Convention on Climate Change (UNFCCC) by preparing the second Biennial Update Report (BUR) and the Fourth National Communication (FNC). The consultant will conduct a climate vulnerability and risk assessment on water resources in a selected pilot area, utilizing scientific methods and tools to analyze climate impacts and develop adaptation measures. The assignment will span five months over an eight-month period, requiring collaboration with various stakeholders and adherence to project guidelines.

Duties and Responsibilities:
The consultant's responsibilities include conducting a literature review, developing an inception report, participating in training, collecting data, conducting field visits, performing quantitative and qualitative analyses, and collaborating with other consultants. Specific tasks involve preparing a detailed work plan, selecting pilot areas, assessing climate data quality, evaluating the impacts of climate change on water resources and vulnerable communities, proposing sustainable water management practices, and engaging with local government and communities. The consultant will also be responsible for preparing progress reports, consolidating findings into a working document, and drafting the respective chapter of water vulnerability and adaptation for Yemen's FNC.

Required Qualifications:
Candidates must possess an MSc in hydrology, environment, natural resources, or a related field, along with a minimum of 7 years of relevant experience in climate change and water resources. They should have substantial experience in preparing similar studies, a strong understanding of vulnerability and adaptation models and tools, and demonstrable knowledge of MCA, GIS, and SWAT. Proficiency in analytical and drafting work, as well as familiarity with Microsoft Office applications, is essential. Fluency in both written and oral English and Arabic is mandatory.

Educational Background:
A Master's degree (MSc) in hydrology, environmental science, natural resources, or a related field is required for this position. This educational background is crucial for understanding the complexities of climate change impacts on water resources and for conducting effective vulnerability and risk assessments.

Experience:
The position requires a minimum of 7 years of professional experience in areas related to climate change and water resources. Candidates should have substantial involvement in preparing vulnerability and adaptation assessments and a strong understanding of relevant models and tools. Experience in conducting field studies and data collection in similar contexts is highly desirable.

Languages:
Fluency in both written and spoken English and Arabic is mandatory for this role. Proficiency in these languages is essential for effective communication with stakeholders, reporting, and documentation throughout the project.

Additional Notes:
The consultancy is expected to be completed within five months, distributed over an eight-month period. The Project Manager (PM) will validate deliverables prior to payment issuance. The role does not involve team management responsibilities.
