The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

The CTBTO is headquartered in Vienna, Austria, and is responsible for setting up a global verification system to monitor compliance with the treaty, which prohibits all nuclear weapon test explosions. The organization operates a network of 337 monitoring stations worldwide, along with a communications system, an international data center, and on-site inspections to ensure adherence to the treaty. Job Overview:
The Chief of General Services Section will play a pivotal role in the Division of Administration, overseeing a wide range of administrative functions that support the operations of the CTBTO. This position requires a strategic leader who can effectively manage the work program of the General Services Section, ensuring that all staff members receive high-quality support in areas such as budget management, procurement, travel administration, and office management. The Chief will be responsible for developing and implementing policies and practices that enhance the efficiency and effectiveness of general services, while also ensuring compliance with organizational regulations. The role involves close collaboration with other divisions and external partners, representing the organization in inter-agency meetings, and fostering strong relationships with stakeholders. The Chief will also lead initiatives to improve service delivery and promote the use of technology and data-driven analysis in decision-making processes.

Duties and Responsibilities:
The Chief of General Services Section will be responsible for a comprehensive set of duties, including but not limited to: planning, formulating, supervising, and managing the work program of the Section; overseeing building management and environmental management of the CTBTO premises; managing office equipment, travel administration, and transportation services; ensuring effective records management and mail operations; providing diplomatic entitlement support and administration; coordinating security measures in collaboration with the United Nations Security and Safety Service; developing internal control policies for General Services; representing the organization in relevant meetings and negotiations; leading projects to draft and update policy frameworks; managing service and insurance contracts; and promoting automation and technology for efficient operations. The Chief will also be responsible for human resource management within the Section, providing guidance and mentoring to staff, and ensuring high-performance outcomes.

Required Qualifications:
Candidates must possess an advanced university degree in public or business administration, management, or a related field. A minimum of ten years of progressively responsible experience in organizational management is required, with at least four years in an international environment. Strong leadership skills and experience in supervising staff across multiple areas of responsibility are essential. Candidates should demonstrate competence in handling politically sensitive issues, possess strong analytical and negotiation skills, and have a proven ability to build effective relationships with senior staff and external partners. A solid understanding of procurement practices and contract management is necessary, along with experience in using and implementing an ERP system, preferably SAP.

Educational Background:
An advanced university degree in public or business administration, management, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage the diverse areas of organizational management effectively.

Experience:
Candidates should have at least ten years of progressively responsible relevant working experience in administration and organizational management. This experience should include a minimum of four years in a leadership role, supervising staff and managing teams in a complex and dynamic environment. The ability to navigate and manage issues with political sensitivity is crucial, as is the capacity to engage with various stakeholders effectively.

Languages:
Excellent written and oral communication skills in English are mandatory for this position. Knowledge of other official CTBTO languages, including Arabic, Chinese, French, Russian, and Spanish, is desirable and will be considered an asset in the selection process.

This position is a Fixed Term Appointment at the P-5 grade level.
