Job Overview: The Finance Officer will work within the finance department under the hierarchical supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and technical supervision of the Senior Finance Technical Advisor. This position is responsible for managing financial operations for Mercy Corps' mission in Senegal, ensuring accurate documentation, reliability of information, and timely accounting processing. The Finance Officer will also provide financial support to the teams in Senegal and Benin as needed. The role requires a strong understanding of financial regulations and compliance, as well as the ability to provide timely reports and assistance to the National Director and program teams to ensure effective and efficient use of financial resources.
Duties and Responsibilities: The Finance Officer will be responsible for reviewing all payment requests, purchase requests, contracts, and other financial documents to ensure compliance with Mercy Corps' financial procedures and donor requirements. Daily recording of payments in the Navigator system is required. The officer will submit monthly amortization reports for review, including prepaid expenses, account reports, and reconciliations of balance sheet accounts. They will assist in the preparation of budgets for new projects and conduct weekly and monthly cash counts with the finance assistant. The Finance Officer will manage the office's cash flow, ensuring funds are available for provincial operations based on projected funding requests from support and program teams. They will serve as the main point of contact with banking institutions and guide program and operations teams to ensure all submitted documents for processing/payment are complete and compliant with Mercy Corps' financial procedures and donor rules. Additionally, the officer will conduct financial induction for new national staff and support program teams during activity budgeting for project submissions.
Required Qualifications: Candidates must possess strong analytical skills, attention to detail, and the ability to work under pressure. Proficiency in financial software and Microsoft Office Suite is essential. Knowledge of donor compliance and regulations is highly desirable. The ideal candidate should demonstrate strong communication skills and the ability to work collaboratively in a team environment. A proactive approach to problem-solving and the ability to manage multiple tasks simultaneously are also important.
Educational Background: A bachelor's degree in finance, accounting, or a related field is required. Professional certifications such as CPA or ACCA are a plus. Candidates should have a solid understanding of financial principles and practices, as well as experience with financial reporting and budgeting.
Experience: A minimum of 3 years of relevant experience in finance or accounting is required, preferably in a non-profit or international development context. Experience working with donor-funded projects and knowledge of financial management systems is highly desirable. Candidates should have a proven track record of managing financial operations and ensuring compliance with financial regulations.
Languages: Fluency in French is mandatory, as the position requires communication with local stakeholders and partners. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international teams.
