Job Overview: The E4I Head of Finance, Operations, & Compliance (HFOC) plays a crucial role within the E4I senior management team and the Mercy Corps Finance & Operations Departments. This position is responsible for overseeing all aspects of financial management for E4I programs, ensuring compliance with both Mercy Corps internal policies and donor regulations. The HFOC will work closely with the E4I Managing Director and will be responsible for support functions including Finance, Operations, and HR across various program operations in Africa. This role is vital in ensuring that financial resources are utilized efficiently and effectively, providing timely reports and assistance to the E4I Managing Director and program teams.
Duties and Responsibilities: The HFOC will lead financial management by ensuring the effective and transparent use of E4I financial resources in compliance with Mercy Corps and donor policies. Responsibilities include developing long-term financial plans, reporting financial insights to senior management, overseeing the development of financial reports, leading budgeting for new funding proposals, and managing project financial risk. In terms of operations and HR oversight, the HFOC will ensure that procurement and logistics systems are effective and compliant, manage sub-granting processes, and coordinate HR policies. Compliance responsibilities include reviewing contracts, leading project audits, ensuring adherence to tax regulations, and supporting fraud assessments. The HFOC will also be responsible for team management, developing the technical capacity of the finance team, and representing E4I to donors and partners.
Required Qualifications: Candidates must possess a BA/S/Com or equivalent in accounting or finance, with an advanced degree preferred. A minimum of 5 years of progressive financial management experience, including supervisory roles, is required. Additionally, candidates should have at least 4 years of experience in grants management and a solid understanding of donor regulations. International experience, particularly in NGO/PVO field offices, is essential, along with demonstrated skills in budget preparation, financial reporting, and strong accounting capabilities. Effective communication skills and advanced proficiency in MS Office, especially Excel, are also required.
Educational Background: A bachelor's degree in accounting, finance, or a related field is mandatory, with a preference for candidates holding an advanced degree. This educational background is crucial for understanding the complexities of financial management and compliance in an international context.
Experience: Candidates should have at least 5 years of progressive experience in financial management, including supervisory experience. A minimum of 4 years in grants management and 3 years of international experience is required, with a preference for those who have worked in international NGO/PVO field offices. Experience in budget preparation, financial reporting, and managing financial operations in remote locations is essential.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills required. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The position is full-time and involves supervisory responsibilities over E4I finance staff, including a Senior Finance Officer and Finance Officer.
