Job Overview:
The Facilities Contracts and Resources Officer plays a crucial role at the ICC Headquarters in The Hague, focusing on the establishment and management of building-related service contracts with external service providers. This position requires a deep understanding of client demands and the ability to translate operational and functional requirements into technical specifications. The officer will develop scopes of work for procuring building services, ensuring that key performance indicators are integrated for effective performance monitoring. The role also involves administering and overseeing building services provided under contract, ensuring compliance with performance objectives and contract terms. The officer will coordinate with specialized maintenance contractors and oversee the technical building operations team, ensuring that all services are delivered efficiently and effectively. Financial and budgetary control of contracts is also a key responsibility, requiring the officer to prepare cost estimates and contribute to annual budget planning for the Facilities Management Unit.

Duties and Responsibilities:
  • Establish building-related service contracts with external service providers, identifying client demands and translating them into technical specifications. Develop scopes of work and integrate key performance indicators for monitoring. Evaluate vendor proposals and recommend the best offers. Liaise with the Procurement Unit and Registry Legal Office for contract negotiations.
  • Administer and manage building services contracts, ensuring effective monitoring of contractor performance. Review requisitions, monitor compliance, and verify invoices. Report on performance and ensure services meet contract requirements.
  • Coordinate building services with maintenance contractors, preparing time plans and schedules for replacements of building components. Maintain a register of building components and create long-term capital replacement plans.
  • Oversee the technical building operations team, guiding and directing them in line with organizational goals. Manage team performance according to the Court’s values.
  • Ensure financial control of contracts, preparing cost estimates and contributing to budget proposals for Facilities Management.
  • Formulate contract management procedures, developing policies and SOPs for compliance and performance monitoring.

Required Qualifications:
Candidates must possess an advanced university degree in architecture, engineering, civil engineering, building science, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience is acceptable. Certification in Project Management and/or IPSAS is considered an asset. Candidates should have a minimum of five years of progressively responsible experience in building planning, architectural design, and maintenance, including project management or contracts management experience. Experience in an international or governmental organization is desirable.

Educational Background:
An advanced university degree in architecture, engineering, civil engineering, building science, or a related field is required. A first-level university degree with additional qualifying experience may be accepted. Certification in Project Management and/or IPSAS would be beneficial.

Experience:
The position requires a minimum of five years of progressively responsible experience in building planning, architectural design, and maintenance within the building management or construction industry. Candidates with a first-level university degree must have at least seven years of experience. Experience in project management or contracts management is essential, along with a minimum of three years in an international or governmental organization being desirable.

Languages:
Proficiency in one of the working languages of the Court, either English or French, is required. A working knowledge of the other language is desirable. Knowledge of another official language of the Court, such as Arabic, Chinese, Russian, or Spanish, would be considered an asset.

Additional Notes:
The position is an established post with a minimum net annual salary of €91,72
  • The initial contract duration is for two years, with a six-month probationary period and the possibility of extension.
