Job Overview:
The Head of the Judicial Operations Unit is a pivotal role within the Court Management Section of the Division of Judicial Services at the ICC. This position entails overseeing the operations of the Judicial Operations Unit, which includes managing a team of courtroom officers, court clerks, court records assistants, transcript coordinators, and court reporters. The incumbent will be responsible for ensuring the efficient provision of services during court proceedings, managing schedules, and recruiting and training new staff members. The role also involves providing legal and policy advice to the Chief of Section, drafting regulations to enhance procedural consistency, and coordinating judicial operations to support the Court's mandate. The Head will play a crucial role in strategizing and planning for hearing operations, controlling budgets, and contributing to the development of electronic systems that support judicial processes.

Duties and Responsibilities:
The incumbent will manage the Judicial Operations Unit, which includes supervising staff, managing schedules, and ensuring efficient service provision. Responsibilities include recruiting and training new staff, assessing performance, monitoring quality control, and troubleshooting service delivery issues. The Head will provide legal and policy advice, draft regulations, and oversee judicial developments. Additionally, the role involves creating strategies for hearing operations support, maintaining court calendars, and ensuring effective communication with business units. The incumbent will also control budgets related to the Unit's activities, prepare yearly budgets, and coordinate support for electronic systems that enhance judicial processes.

Required Qualifications:
Candidates must possess an advanced university degree in law, preferably in criminal or international law. A first-level university degree combined with two additional years of qualifying experience is acceptable. A minimum of five years of progressively responsible experience in a legal environment, preferably international, is required. Experience in litigation support, training others, and contributing to systems changes is essential. Knowledge of international legal instruments and courtroom procedures is critical, along with skills in recruitment, performance management, and e-court applications.

Educational Background:
An advanced university degree in law is required, with a preference for criminal or international law. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of five years of relevant experience in a legal environment, with seven years required if holding a first-level university degree. Experience in an international setting, litigation support, and training others is essential. Familiarity with managing budgets is desirable.

Languages:
Proficiency in one of the working languages of the Court, English or French, is mandatory. A working knowledge of the other language is an asset. Knowledge of additional official languages of the Court, such as Arabic, Chinese, Russian, or Spanish, would be considered advantageous.

The position is a fixed-term appointment with an initial duration of two years, subject to a six-month probationary period.
