Job Overview: The position of National Climate Vulnerability & Risk Assessment Consultant is crucial for addressing climate change issues in Yemen, particularly through the project titled 'fourth national communication & second biennial update report.' This project aims to help Yemen fulfill its commitments under the United Nations Framework Convention on Climate Change (UNFCCC) by preparing the second Biennial Update Report (BUR) and the Fourth National Communication (FNC). The consultant will conduct a climate vulnerability and risk assessment on coastal zones, focusing on identifying potential climate impacts, analyzing socio-economic changes, and developing appropriate adaptation measures. The assignment will span five months, distributed over eight months, and will involve collaboration with various stakeholders, including government agencies and local communities. The consultant will utilize scientific methods and tools to ensure the assessment is comprehensive and effective, ultimately contributing to Yemen's capacity to manage climate change impacts and enhance awareness among policymakers.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including: conducting a literature desk review of related reports and studies; developing an inception report that outlines the approach, methodology, and work plan; participating in training on assessment tools and models; collecting data from various sources; conducting field visits for data collection and consultation; performing quantitative and qualitative analyses of collected data; collaborating with other consultants on the project; ensuring gender engagement in identifying vulnerabilities and adaptation measures; preparing a detailed work plan; leading a study team of experts; producing a list of existing studies on climate change impacts; selecting a pilot area for the project; identifying vulnerable communities; assessing the quality of available climate data; evaluating the exposure and sensitivity of coastal resources; assessing potential climate change impacts; proposing sustainable coastal management practices; and preparing reports and presentations for stakeholder workshops.
Required Qualifications: Candidates must possess an MSc. in coastal/marine sciences, oceanography, environment, geography, natural resources, or a related field. They should have a minimum of 7 years of relevant working experience in climate change, marine, and coastal zone resources. Substantial involvement in similar climate change vulnerability and adaptation assessments is required, along with a strong understanding of V&A models and tools. Candidates should demonstrate proficiency in MCA, GIS, and SWAT, possess analytical and drafting skills, and be familiar with Microsoft Office applications. Fluency in both written and oral English and Arabic is mandatory.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as coastal or marine sciences, oceanography, environmental science, geography, or natural resources. This advanced education is essential to ensure the consultant has the necessary theoretical knowledge and practical skills to conduct comprehensive climate vulnerability and risk assessments.
Experience: The position requires a minimum of 7 years of professional experience in areas related to climate change, particularly focusing on marine and coastal zone resources.
