Job Overview: The successful candidate will lead the Rehabilitation Support Unit (RSU) in implementing and monitoring a new national rehabilitation road map for healthcare in Ukraine. This role involves managing a technical team to ensure effective support to the Ministry of Health (MoH), National Health Service of Ukraine (NHSU), and various health authorities at different levels. The road map aims to strengthen health systems by addressing the WHO's six building blocks: governance, medical products, information management, service delivery, financing, and workforce. The candidate will be responsible for analyzing current needs, mobilizing resources, establishing stakeholder links, managing information, strategic planning, capacity building, monitoring and evaluation, promoting sustainability, and advocacy for rehabilitation support.
Duties and Responsibilities:
Deliver immediate cross-sectoral and interagency efforts to analyze needs, prioritize actions, mobilize resources, and scale up rehabilitation responses.
Establish links between stakeholders for efficient coordination and operational approaches, maintaining communication with international networks and national stakeholders.
Manage information by consolidating data from regional groups and utilizing e-health data for planning and evaluation.
Ensure rehabilitation data is collected for decision-making and develop a national rehabilitation road map.
Build capacity through technical support, learning sessions, and sharing best practices.
Enhance monitoring and evaluation systems to improve quality and accountability in rehabilitation services.
Advocate for rehabilitation support and raise awareness at all levels.
Required Qualifications: Essential qualifications include a bachelor's degree in public health, Occupational Therapy, Physiotherapy, Nursing, Medicine, or health program management. A master's degree in project management or a related field is desirable. Candidates must have at least 5 years of experience managing rehabilitation projects, including emergency response and coordination, with a proven track record of working with the Ministry of Health of Ukraine or the NHSU.
Educational Background: Candidates must possess a bachelor's degree in a relevant field such as public health, Occupational Therapy, Physiotherapy, Nursing, Medicine, or health program management. A master's degree in project management or a related field is considered an advantage.
Experience: The position requires a minimum of 5 years of experience in managing rehabilitation projects, particularly in emergency response and coordination. Experience working with the Ministry of Health of Ukraine or the NHSU is essential, demonstrating a strong understanding of the healthcare landscape in Ukraine.
Languages: Mandatory languages include English and Ukrainian at an expert level. Proficiency in additional languages may be considered an asset but is not required.

The consultant will work on-site in Kyiv and is expected to travel as per program needs. The remuneration for this position is set at a total value of USD 45,001.00, with a monthly rate of USD 4,091 for 20 working days per month.
