Job Overview: The Head of Unit for Social Economy and Innovation will lead the OECD's agenda on social economy and social innovation, focusing on policy, governance, and data initiatives. This role is crucial for positioning the OECD as a global leader in these areas, requiring the successful candidate to build networks and drive fundraising efforts to support the work program. The position demands strong program and management skills, along with in-depth expertise in social economy and social innovation policies, particularly their integration with local employment and economic development policies. The Head of Unit will oversee the Social Economy and Innovation Unit, collaborating closely with other OECD Directorates to enhance horizontal work in these fields.
Duties and Responsibilities:
Leadership and Management: Lead the design and implementation of the LEED Committee’s Programme of Work and Budget (PWB) related to social economy and social innovation. Identify emerging issues and design projects to address them. Ensure financial sustainability of the social economy component of LEED’s PWB, managing financial resources with high standards of budget management and reporting. Manage the Unit’s team, fostering development through feedback and creating a collaborative environment. Ensure timely delivery of high-quality outputs and maintain relevance in the Unit’s outputs. Build and maintain networks with policymakers and practitioners to provide guidance and implementation expertise. Manage the Informal Expert Group on the Social and Solidarity Economy and Social Innovation under the LEED Directing Committee.
Analysis, Drafting and Communication: Stay updated on developments in social economy and social innovation policy. Draft analytical reports on relevant issues and prepare policy briefs, press releases, speeches, and presentations, ensuring clarity and consistency. Review and edit documents prepared by team members or external consultants to uphold high-quality standards.
Coordination and Liaison: Develop strong relationships with OECD colleagues, policymakers, international organizations, and other stakeholders. Foster collaboration with non-member economies and represent the OECD in international meetings, presenting substantive matters to senior officials. Coordinate the Division’s inputs for social economy issues and contribute to horizontal work across the OECD.
Required Qualifications:
Academic Background: An advanced university degree in economics, public policy, political science, or a related field.
Professional Background: A minimum of eight years of experience in policy-oriented research or analytical work related to social economy or local employment and economic development policies. Extensive knowledge of the social economy landscape in OECD and partner countries. Proven expertise in international comparative analysis and economic analysis. Demonstrated experience in team management and fundraising.
Core Competencies: Candidates must demonstrate behaviors aligned with six core competencies: Vision and Strategy (Level 3), Enable People (Level 2), Ethics and Integrity (Level 2), Collaboration and Horizontality (Level 3), Achieve Results (Level 3), Innovate and Embrace Change (Level 3).

Experience: The position requires a minimum of eight years of experience in policy-oriented research or analytical work, specifically related to the social economy or broader local employment and economic development policies. Candidates should have extensive knowledge of the social economy landscape in OECD and partner countries, along with proven expertise in international comparative analysis and economic analysis.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language, with a commitment to reach a good working level. Knowledge of additional languages would be considered an asset.
Additional Notes: The closing date for applications is 2nd January 2025 at 23h59 (Paris time). This position is a one-year fixed-term appointment, with the possibility of renewal. The monthly salary starts at 10,640.30 EUR, plus allowances based on eligibility, and is exempt from French income tax.
