Job Overview:
The OECD is seeking dynamic and motivated Policy Analysts to join the Local Employment, Skills and Social Innovation Division (LEED Programme). The role involves contributing to research and analysis on local employment, skills, local economic development, and the social economy. Analysts will work collaboratively with a multidisciplinary team and report to a Head of Unit within the division. The position requires the ability to conduct innovative policy research, synthesize complex material into actionable insights, and draft high-quality policy papers and reports tailored for various audiences. The role also includes organizing project-related meetings and events, collaborating with colleagues across the OECD, and disseminating research findings to maximize policy impact.

Duties and Responsibilities:
The Policy Analysts will be responsible for identifying, compiling, and analyzing international evidence and data related to local employment and skills, local economic development, and the social economy. They will design and conduct innovative policy research in collaboration with other OECD divisions and external institutions. Analysts will conduct desk research to summarize complex material into clear insights, draft substantive policy papers and thematic reports, and prepare high-quality written outputs such as blogs and policy messages. They will also contribute to the organization and management of project-related meetings and events, actively participate in seminars and workshops, and collaborate with colleagues across the OECD to support horizontal and multidisciplinary projects. Additionally, they will assist in developing project proposals and fundraising efforts to support the division's work, ensuring timely and accurate delivery of OECD outputs, and disseminating findings through various channels.

Required Qualifications:
Candidates should possess an advanced university degree in a relevant area such as public policy, local development, or economics. A post-graduate degree specialized in topics relevant to the LEED Division, such as local development or social economy, is advantageous. Applicants must have at least two years of professional experience in fields related to local development, local employment, or social economy, preferably within an international organization or government institution. Strong policy research and analytical skills, including quantitative analysis, are essential, along with a proven track record of drafting analytical and policy-relevant reports for diverse audiences. Experience in delivering effective presentations to both expert and non-expert audiences is also required.

Educational Background:
The ideal candidate should have an advanced university degree in a relevant field, such as public policy, local development, or economics. A post-graduate degree that specializes in local development, local employment and skills, or social economy would be considered an asset, enhancing the candidate's profile for this position.

Experience:
The position requires a minimum of two years of professional experience in areas related to local development, local employment, skills, or social economy. This experience should preferably be gained in an international organization, national government, or subnational government institution. Candidates should demonstrate strong policy research and analytical skills, with a history of contributing substantively to policy development.

Languages:
Fluency in one of the two OECD official languages, English or French, is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. The monthly salary for this position starts at 5,044.88 EUR, with allowances based on eligibility and exempt from French income tax. The appointment may be made at one grade lower based on the qualifications and professional experience of the selected applicant. The duty station is Paris, France, although some positions may be based in the OECD Office in Trento, Italy, where the salary will align with OECD salary scales applicable to Italy, starting at 4,116.71 EUR. The selection process may include a video-recorded interview, job-based assessment, and panel interviews.
