Job Overview: The Programme Officer will play a crucial role in supporting the Head of Office in the design and implementation of Social and Human Sciences (SHS) interventions. This position requires a comprehensive understanding of the social transformations occurring in Vietnam and the ability to contribute to evidence-based policy formulation. The Programme Officer will work closely with various stakeholders, including national institutions and government bodies, to promote the SHS sector's position paper and advance governance of artificial intelligence (AI) in Vietnam. The role involves a significant amount of partnership building, project development, and communication efforts to ensure the successful execution of SHS initiatives.
Duties and Responsibilities: The Programme Officer will be responsible for several key duties, including:
Deploying the SHS Sector’s Position paper (2023) in Vietnam, focusing on the role of Humanities and Social Sciences in addressing global changes and promoting inclusive societies.
Supporting the advancement of AI governance by implementing the Recommendation on the Ethics of AI, including conducting AI Readiness Assessments and identifying strategic opportunities.
Developing projects and partnerships to facilitate policy dialogue and capacity-building in the areas of Ethics of AI and Climate Change.
Mainstreaming Gender Equality and Social Inclusion in SHS interventions, addressing issues such as gender-based violence and intersectional discrimination.
Analyzing data for potential partnerships and fundraising opportunities.
Assisting in communication efforts by drafting brochures, leaflets, and social media content.
Supporting resource mobilization by preparing inputs for concept notes and funding proposals.
Contributing to UN joint initiatives and organizing events in Vietnam.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in Social Sciences and Humanities, gender studies, philosophy, sociology, history, or a related field. Additionally, candidates should have a minimum of 2 years of relevant professional experience in technical and coordination functions within the area of Social and Human Sciences or related fields, particularly at the national or sub-regional level. Experience working with national institutions and government in Vietnam, as well as proven skills in negotiating and implementing extra budgetary projects, are essential.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as Social Sciences and Humanities, gender studies, philosophy, sociology, or history is required for this position. This educational background is crucial for understanding the complexities of social issues and contributing effectively to the SHS initiatives.
Experience: The position requires a minimum of 2 years of relevant professional experience in similar technical and coordination roles, particularly in the area of Social and Human Sciences. Candidates should have experience in implementing national or sub-regional projects and working with government institutions in Vietnam. Proven experience in negotiating, implementing, and monitoring extra budgetary projects is also necessary.

Additional Notes: This position is open to Vietnamese nationals and is expected to be full-time at the UNESCO Country Office in Hanoi.
